The vision of New York State (NYS) is to enhance and expand 911 service by developing a collaborative framework necessary to facilitate the funding, creation, and sustainable operation of an IP-based Next Generation 911 (NG911) System to protect life and property, and to maintain public safety.

The purpose of this Request for Information (RFI) is to assist OIEC in gathering information and identifying potential solutions associated with developing, maintaining, and managing a Next Generation 911 (NG911) environment.  OIEC seeks information on Emergency Services Network (ESInet), Next Generation Core Services (NGCS) and associated technologies capable of supporting industry standards, such as National Emergency Number Association (NENA – i3), Association of Public Safety Communications Officers (APCO), and other pertinent standards and/or standard setting bodies.  These solutions would be used to create a statewide NG911 environment, with the State providing the network, core services, and connections to PSAPs. PSAPs will continue to be operated by county/local governments. 

This RFI is part of our initial discovery phase of the planning process to provide OIEC with a more thorough understanding of the potential risks, benefits, and challenges associated with providing NG911 services for the State of New York. To the extent possible, respondents should architect solutions that leverage the assets available to minimize cost and maximize previous investment in technology. RFI responses will be used to assist OIEC in identifying suitable solutions and system features/components necessary to implement NG911 services within the State's infrastructure and may be included in future procurement documentation.

This RFI is issued solely for informational and planning purposes. Responses to this notice shall not constitute offers and shall not be accepted by NYS DHSES to form a binding contract.
