LEASED SPACE WANTED, Broome CountyDescription: Project Overview The State of New York, Division of State Police (DSP) is seeking proposals from qualified landlords interested in entering into a lease agreement pursuant to the New York State Executive Law, to provide approximately 5,000 square feet of warehouse/flex space. The desired space should consist of 2,500 square feet of heated garage space with an additional 2,500 square feet of office space to tenant specifications, to include bathroom facilities. A freestanding/stand-alone building is preferable. A minimum of two overhead doors should provide access to the garage space and must be minimum of twelve (12) feet wide and fourteen (14) feet high. To be a potentially qualified location, the building must be within a thirty (30) mile radius north, east, and west of NYS Route 81 and 17 (86) interchange which encompasses the City of Binghamton and Towns of Port Dickinson, Chenango Bridge, Port Crane, Sanataria Springs, Endwell, Endicott, Vestal, in the County of Broome, State of New York. Build-Out Requirements Consideration will be given to new construction and existing structures that offer professional office space which will be delivered for occupancy on a turn-key basis including, but not limited to, miscellaneous offices, restrooms, miscellaneous storage rooms, off-street parking for approximately ten (10) vehicles, heated garage areas, and auxiliary generator power. Electric and telephone/data needs to include standard office requirements, including duplex outlets and telephone/data outlets. Sufficient power for office equipment and electrical convenience outlets per code and generally accepted commercial construction standards should be provided. No specific floor plan is being provided as part of this request for proposals (RFP). If a particular lease proposal is identified by DSP as being potentially qualified, mutual discussions will take place as to what, if any, interior modifications would be necessary in order to satisfy the operational requirements. The submitter will then be expected to provide supplemental floorplan(s) illustrating such space modifications which will be made by the landlord as part of the turn-key delivery of the premises, and also identify any revisions, if necessary, to the “NYSP Business Terms Sheet” resulting therefrom. Terms The occupancy and lease commencement are anticipated to be in the second quarter of 2025. Submissions should be for a term of five (5)years, although terms of up to ten (10) years may be considered when a significant amount of landlord turn-key build-out is required, and lease rates favorable to the State are offered. Eligibility/ Qualifications/ Requirements Submissions should include only sites within the geographic area described above. Submissions will be accepted, in writing, only from developers with site control, property owners, or their exclusive agents. The Superintendent of New York State Police, at his sole discretion, may reject any or all submissions. New York State Finance Law Sections 139-j and 139-k impose certain restrictions on communications between an offerer and the State during the procurement process. Proposals shall include all pertinent information about the subject property, building, transportation access, local environs, as well as landlord qualifications and experience with owning and managing commercial real estate, and the business terms proposed for the transaction. The proposal shall include the “NYSP Business Terms Sheet” and “Contractor/Vendor Obligations Under State Finance Law Sections 139-j and 139-k form” which are available to be downloaded and viewed in Section 6 of this solicitation.
