Owners Advisory services for Alternative Project Delivery Program

The New York City Public Housing Preservation Trust (“the Trust”) is pleased to invite you to submit a proposal for Owner’s Advisory Services for Alternative Project Delivery Program. The Trust seeks appropriately qualified firms (each “Respondents”) to provide overall program consulting, advisory, and owner’s representative services for the Trust’s design-build and other forms of alternative project delivery programs and projects using delivery methods such as “Lump Sum or Guaranteed Maximum Price (GMP) Design-Build”, “Progressive Design-Build”, “Construction Manager at Risk”, and “Construction Manager Build.” For clarity, this RFP is not for delivery of projects by a contractor or for the services of a design-builder.

The base term of the contract shall commence on the date of contract execution and will remain in effect for a period of three (3) years, unless terminated earlier in accordance with the terms of the Contract. At the Trust’s sole option, the term of the Contract may be renewed twice for additional one (1) year terms.

INFORMATIONAL SESSION 

A virtual RFP Informational Session will be held on the date and time listed in the RFP and Evaluation Schedule. During the session, the Trust will provide a summary of the Services described in this RFP and other relevant information. Attendance is not required to submit a proposal, but it is strongly recommended. Use the link below to register in advance. Proposal Submission

The Trust uses a web-based procurement tool, Bonfire. In the Trust’s Bonfire portal, Respondents will find this RFP, as well as all of its appendices, attachments, and Addenda. The Trust portal is hosted at https://preservationtrust.bonfirehub.com/portal/.

• To submit a proposal, Respondents are required to register an account on Bonfire. Each Respondent should only submit their proposal on Bonfire. Bonfire will require the proposal to be submitted in several PDFs, as explained below in Proposal Submittal Section C, Proposal Format and Content.
