1. Introduction

1.1 Purpose

North Country Rural Development Coalition (NRDC) invites qualified contractors to submit proposals for a New York State HOME rehabilitation project. This initiative is essential in supporting low to moderate-income families and seniors within our community by ensuring they can maintain safe and comfortable living conditions. We are committed to enhancing quality of life, and your participation is integral to this mission.

1.2 Background

NRDC is dedicated to improving housing conditions for under-served populations in the North Country. This project involves critical repairs and upgrades to residential properties supported by the New York State HOME program.

2. Project Overview

2.1 Project Description

The project scope includes:

• Replacement of Asphalt Shingle Roof: Remove and replace the existing asphalt shingle roof.
• Decking Repairs: Replace several pieces of damaged decking as needed.
• Removal and Re-insulation: Remove damp blown-in cellulose insulation and install new insulation.
• Panel Box Upgrade: Upgrade the electrical panel box to meet current standards.
• Minor Repairs: Address other minor repairs as specified in the attached scope of work.

Additionally, the project includes the remediation of Lead-Based Paint. Contractors must contact an abatement specialist for lead removal.

2.2 Goals and Objectives

• Safety and Comfort: Ensure the home is safe and comfortable for occupancy.
• Compliance: Meet all relevant building codes and standards.
• Quality: Deliver high-quality workmanship that meets NRDC’s standards.

2.3 Timeline

• Bid Submission Deadline: September 9, 2024, by 4:00 P.M.
• Bid Announcement: No later than September 12, 2024.

3. Submission Requirements

3.1 Proposal Submission

3.2 Contractor Requirements

• Insurance: Provide current Liability Insurance and Worker's Compensation certification upon award.
• Contractor Application: New contractors must complete NRDC’s contractor application.
• Diversity and Inclusivity: We encourage bids from Minority and Women-Owned Business Enterprises (MWBE), Women Business Enterprises (WBE), and Section 3 firms.
