Flood Hazard Risk AnalysisDescription: Gloversville identified priority Brownfield sites for redevelopment based on a Brownfield Opportunity Area study that included site reviews, public engagement and conceptual planning. The sites, along the Cayadutta and Mill Creeks are areas mapped as flood zones and have the potential to be redeveloped. A flood hazard risk reduction and resiliency study will be performed to determine flood risks, flooding area, impacts to existing/proposed structures and identify/evaluate options to mitigate risks. This study will inform site redevelopment with regards to flooding issues on priority parcels and provide a review of options to mitigate the risks that will inform and enhance future site redevelopment. Several of the sites included in this proposed study are dilapidated tanneries, which are contaminated with asbestos, metals, petroleum and other volatile and semi-volatile organic compounds. This study will provide flood mitigation measures to reduce flooding and improve water quality. The project objective is to reduce flood hazard risk on selected parcels within flood zones that are targeted for redevelopment and enhance flood resiliency. The project objective is to complete a review of readily available flood information to evaluate the impacts of identified sites to inform the redevelopment process, complete high level mapping of site flood areas on each parcel, evaluate the need for flood migration measures, prioritize sites and complete a detailed review of available flood mitigation measures including costs on at least 3 sites that will be available for review as site redeveloped plans are developed. The study should facilitate redevelopment which will positively impact water quality to the Creeks and River Basin. The individual or firm selected will undertake all the services and comply with all terms and conditions of the NYSDEC funding including Exhibit A, Narratives, and Exhibit B, NYSDEC State Contract with maps and work plan which are attached to this RFP. In submitting a proposal, respondent acknowledges that the respondent has reviewed Exhibits A and B, and assures that it will comply with the terms and conditions of those exhibits.
