 Contract Title: Professional Management and Operations of Pier 40 Parking Garage

 Description

Hudson River Park Trust ("Trust"), a New York State Public Benefit Corporation and 501 (C)(3), is seeking an experienced Professional Parking Management Company (“Respondent”) to manage, market, maintain, and operate its Pier 40 Public Parking Garage ("Parking Garage") located at West Houston Street and West Street in Manhattan, New York City. Work consists, but is not limited to, the following:

 

  1. Manage and operate the Pier 40 garage in a professional
  2. Collect and deposit all
  3. General maintenance of the Pier 40

 

Evaluation Criteria / Selection

Although the Management Fee is important, it is not the only criterion that will be used to make a selection. The Trust is not required to accept the Proposal containing the lowest fee or operating costs.  The Trust reserves the right to reject any or all Proposals and is not required to make a selection predicated upon the responses to this Request for Proposals.

 

The Trust reserves the right to make a selection based on the Proposal deemed to be in the best interest of the Trust and which will move the operation forward over the next three to five years. The Trust also reserves the right to negotiate with the successful Respondent on any matter relating to the operation and/or management of the Parking Garage.

 Respondents’ Proposals will be scored as follows:

 50%        The Respondent’s experience in providing services similar to the Services described herein; including the completeness of the Respondent’s submission pursuant to Part II below, the Respondent’s skills and knowledge of the NYC metropolitan area, the education and experience of the Parking Garage management, and the quality of the Respondent’s management, reputation, and references.

 30%        The proposed management fee, proposed incentive management fee, and cost schedules and five year projected income and expenses for the operation of the Parking Garage.

 10%        Capital and physical improvements and marketing and advertising programs proposed.

 10%        The Respondent’s proposed plans for encouraging participation by minority and women-owned business enterprises in connection with the Services, as provided in the Respondent’s Subcontractor Utilization Plan and Diversity Practices Questionnaire.

 The three (3) highest evaluated Respondents may be given the opportunity to make a final oral presentation of their Proposal to the Trust. Such Respondents shall be prepared to present to the Trust. Oral presentations will be limited to two (2) hours (1 hour for the oral presentation and 1 hour for questions and answers).

 Respondent’s presentation team shall include but not limited to the following personnel:

 

  1. Proposed facility manager
  2. Facility manager’s direct supervisor
  3. Human resources manager
  4. Marketing manager
  5. Respondent’s choice (can be employee from the Respondent’s organization)

 HRPT is an equal opportunity contracting agency. Any resulting contracts will include provisions mandating compliance with Executive Law Article 15A and the regulations promulgated there under.

 Contract Term:         The term of the Agreement shall be for 5 years with two (2) two- year options to renew at the sole and absolute discretion of the Trust, provided however the Trust may cancel the contract at any time without cause upon sixty (60) days' written notice.
