RFP # 2766 - Full-Service Real Estate Broker Services

Pursuant to the New York State Public Buildings Law, OGS is responsible for the management of State-owned space and holds a sizeable portfolio of leases for office space, warehouses, storage facilities, parking facilities, airports, and specialized spaces, including, but not limited to, laboratories and data centers, occupied by State agencies.  OGS anticipates entering into lease contracts totaling approximately $840,000,000 over the next five years, although project assignments are not guaranteed.  Typically, the average length of a lease is 10 years, however this may vary per assignment.

OGS is seeking a Contractor to provide the technical expertise to complete commercial lease and real estate transactions across NYS.  The Contractor will be required to implement industry best practices while complying with all applicable legal requirements. The Contractor may provide lease transaction services, portfolio strategic policies, real estate services, sales and/or disposition of surplus State properties, and other additional services.

There is a mandatory Pre-Bid Conference on July 23, 2024.  In order to submit a proposal, you must attend this conference.

The State considers the following qualifications to be a pre-requisite in order to be considered as qualified Proposer for purposes of the Solicitation.  Proposers not meeting the qualifications below will be disqualified.  Proposers may not use a Subcontractor’s or any other entity’s qualifications to meet requirements.

All minimum requirements listed below, A-D, must be met by each Proposer:

A.) The Proposer must be licensed by the State of New York as a real estate broker. The license must be in the name of the Proposer’s company and not an individual employee.

B.) The Proposer must have five years’ experience (within the past five years) providing brokerage services to public sector entities (i.e., federal, state, or local government entities);

                                                                                    OR

The Proposer’s senior management personnel has been actively engaged cumulatively for the Proposer and/or another firm in which they also served as senior personnel for at least five years (within the past five years) providing brokerage services to public sector entities (i.e., federal, state, or local government entities). Provided, however, in the case of the latter situation, the proposer must have been in business for at least six months.

C.) The Proposer shall have 10 years’ experience (within the past 10 years) providing brokerage services to clients, public or private;

The Proposer’s senior management personnel has been actively engaged cumulatively for the Proposer and/or another firm in which they also served as senior personnel for at least 10 years (within the past 10 years) providing brokerage services to clients, public or private. Provided, however, in the case of the latter situation, the proposer must have been in business for at least six months.

D.) The Proposer must have capability to provide services in all regions as listed in Section 2.1 - Regions.
