Project Based Information Technology Consulting Services (Statewide) (PBITS)


Description:

Bid Solicitation Update #3:

The Lot threshold for Lot 1B has been raised from $500,000 to $750,000. Lot 1B project award values now range from $250,001 to $750,000, and Lot 2 project award values now range from $750,001 to $10,000,000. All bid submission requirements remain the same. The minimum requirements for all lots also remain the same. This change is reflected in the revised solicitation and multiple attachments listed in the summary of revisions provided below.

The MWBE-SDVOB Participation List has been updated to include additional MWBE-SDVOB interested participants, effective 1/24/24.

Additionally, the response to Question #77 in the Bidders Questions Responses was revised on 1/16/24 to correct an inaccuracy.

REVISION to Bidder Questions Responses (1/16/24)

The response to Question #77 contained outdated information. The response has been revised to omit the words "in Microsoft Office products (Word and Excel) in product release 2007 or higher."

Clarification:

One response in the Bidder Question Responses document contains outdated information. In the response to Question #77, the words "in Microsoft Office products (Word and Excel) in product release 2007 or higher." should have been omitted. This information is correct in the revised solicitation. The corrected Bidder Question Responses document is available at the PBITS Bid website.

The Office of General Services (OGS) has reviewed the inquiries received for Project Based Information Technology Consulting Services (Statewide) Solicitation #23269 during the Inquiry Period that ended on October 20th, 2023.

Page 1 has been updated to reflect the Bid Opening Date of February 7, 2024.

Section 1.1 Overview has been revised to reflect that Lot 1A minimum project award values begin at $50,000 instead of $0.

Section 1.2 In-Scope Projects has been revised to clarify that Staff augmentation services are measured in calendar days and must be part of a larger PBITS project.

Section 1.3 Out-of-Scope Work has been revised to clarify that Staff augmentation services are measured in calendar days and is not allowable as a standalone project.

Section 1.5 Key Events/Dates has been revised to reflect the January 24, 2024 deadline for MWBE-SDVOB interest in partnering with bidders and the Bid Opening Date of February 7, 2024.

Section 1.6 Definitions has been revised to clarify the definitions of “Retainage” and “Staff Augmentation.”

Section 2.8 Conflict of Terms has been revised to include Appendix D, Federal Funding Agency Mandatory Terms and Conditions, within the order of precedence.

Section 3.1 Minimum Qualifications has been revised to reflect: 1) Lot 1A minimum project award values begin at $50,000 instead of $0, 2) to change the first qualification in each Lot from years in business prior to the solicitation release date to years in business prior to the bid opening date, 3) to reduce the number of qualifying projects required for Lot 1B from three (3) projects to two (2) projects valued at least $100,000 each, and 4) to add the reserved right of OGS to adjust Lot 1B and Lot 2 thresholds in the event that New York State Finance Law is amended to include a different discretionary buying threshold.

Section 4.1 Format of Bid Submission has been revised to remove reference to Microsoft Word.

Section 7.1 Authorized User Agreement Transactional Order of Precedence has been revised.

Section 7.6 Authorized User Engagement Requirements has been revised to clarify that data, in addition to services, must be performed and stored within the continental United States.

Section 8.5.1 CPI Price Adjustments has been revised to reflect the Bid Opening Date of February 2024.

Bid Solicitation Update #1:

The Office of General Services (OGS) is giving careful consideration to the inquiries received regarding Solicitation 23269, Project Based Information Technology Consulting Services (Statewide) during the inquiry period that ended on October 20, 2023. OGS expects to release responses to the inquiries in the near future.

In addition to publishing responses to the inquiries, OGS is revising some of the Solicitation Documents, which will be released simultaneously with the responses to the Bidder Inquiries.

Therefore, prospective Bidders are advised not to submit bids until receipt of the responses to the inquiries and revised Solicitation Documents. Bids submitted will be evaluated based on the revised Solicitation Documents.

The Bid Opening Date has been postponed accordingly to allow sufficient time for Bidders to consider the responses to the inquiries and the Solicitation Document revisions. The new bid opening date is February 07, 2024 – 1:30 PM ET.

A partial listing of MWBE-SDVOB Interest in Participation has been posted on the OGS Bid Calendar and released through the New York State Contract Reporter. Additionally, OGS has extended the deadline for New York State certified MWBE or SDVOB who would like to indicate interest in working with participating Bidders to January 24, 2024.

The Project Based Information Technology (IT) Consulting Services Contracts streamline the procurement of IT Consulting Services for Authorized Users of NYS OGS Centralized Contracts.  These OGS Centralized Contracts will establish a set of standardized terms and conditions for the development, distribution, and award of deliverable-based and fixed-price information technology projects, at the transactional level, through a competitive mini-bid process. A mini-bid may include, but will not be limited to, projects requiring analysis, data classification, design, development, testing, quality assurance, security and associated customized training for IT based applications.
