Description:

Description of goods or services to be bid

The following changes have been made to PON 3689, Real Time Energy Management Program:

1. Decreased Commercial sector site cap from $300,000 to $200,000

2. Decreased cap for the inclusion of Commercial tenant(s) from $400,000 to $250,000

3. Qualifying project sites are limited to one (1) SBC paying electric utility account per building address

Eligibility/Qualifications Requirements/Preferences:

Eligible participant sites include commercial facilities, industrial facilities, and multifamily buildings with five (5) or more units including rentals, cooperatives and condominiums. All participants must be New York State electricity distribution customers of a participating utility company that pays into the System Benefits Charge (SBC). Participant sites must work with an RTEM Qualified Vendor (RFQ 3691) to receive project funding.

The following changes have been made to PON 3689, Real Time Energy Management Program:

1. COVID-19 Project Payment Changes [effective April 1,2020 to September 30, 2020]

2. Adjusted Service cost-share payments from annual to semi-annual

3. Updated Attachment A - Terms & Conditions

 

Description of goods to services to be bid:

Effective August 1, 2018 the submission deadline for all NYSERDA solicitations will be changed from 5:00 p.m. to 3:00 p.m. Please note only the time is changing, and all due dates remain as indicated on each solicitation. 

April 4th, 2019:  The following changes have been made to PON 3689, Real Time Energy Management Program:
1. Increased available Commercial incentive funding by $5,531,250 from $36,568,750 to $42,100,000 and Multifamily incentive funding by $3,440,000 from $2,830,000 to $6,270,000;
2. Increased Commercial sector project site cap from $155,000 to $300,000 and increase Commercial sector project site cap that include tenant(s) from $200,000 to $400,000;
3. Introduced RTEM Premium Projects, which is the first step in providing an incentive to integrate multiple systems within a building and adopt standardized methodologies for reporting savings;
4. Removed requirement for industrial projects to monitor and integrate production related data;
5. Removed requirements for RTEM Industrial projects Service Reports to include cumulative sum control chart (CUSUM) energy savings model data;
6. Removed applicant (vendor) funding cap;
7. Deleted Attachment A-1, A-2, A-3.  Added Attachment A -RTEM Qualified Vendor application agreement from attachments; 

8. Added prerequisite that higher education institutions must be REV Campus Challenge members;

 

The following changes have been made to PON 3689, Real Time Energy Management Program:

• Decreased RTEM project Installation and Commissioning timeframe to 6 months
• Added cost-share eligibility for devices/components/controllers integrated with an eligible RTEM system
• Added eligibility for substantial renovation sites
- Removed 1-year occupied timeframe requirement
• Removed Commercial portfolio project cap
• Updated Attachment C: RTEM Contract Addendum Guidelines

The New York State Energy Research and Development Authority (NYSERDA) Real Time Energy Management (“RTEM”) Program (the “Program”) promotes effective, energy-efficient solutions for commercial, multifamily, and industrial sites and processes for practitioners in the energy management software and services sector. NYSERDA hopes to demonstrate the value proposition of comprehensive monitoring and metering analytics, and how it provides building owners with system level energy usage data. These valuable insights can maximize energy performance, prevent operational stray, improve equipment and site optimization, and better inform capital improvement recommendations. To accelerate the adoption of RTEM practices, NYSERDA is offering cost-shared support for integrating RTEM systems and services into existing buildings and facilities. This Program works in conjunction with NYSERDA RFQ 3691 Real Time Energy Management Qualified Vendor. Only NYSERDA RTEM Qualified Vendors maybe applicants to this Program.

Eligibility/Qualifications Requirements/Preferences:

 

NYSERDA intends for RTEM Qualified Vendors to apply to the Program with eligible participant site(s). Sites must work with an RTEM Qualified Vendor to receive project funding. If a provider is not already on NYSERDA’s RTEM Qualified Vendor List, they are required to apply to RFQ 3691: RTEM Qualified Vendor.

Building Owners and Facility Managers seeking NYSERDA funding for their sites must choose from NYSERDA’s RTEM Qualified Vendor List. Firms interested in applying to be on the NYSERDA RTEM Qualified Vendor List may include, but are not limited to: energy management system providers, Energy Service Companies (ESCOs), energy consultants, and engineering companies. Providers that fail to qualify for the list will not be eligible to submit applications to this Program.
