Description:

Notice is hereby given that the Town of Jackson will accept sealed bids for:

 

Murray Hollow Road over Murray Hollow Brook Culvert Replacement

PIN 1762.13, LD 040635

 

The Owner is the Town of Jackson and the work site is located in the Town of Jackson. The projects limits extend approximately 225 feet to the east and west of the existing culvert.

 

The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: Replacement of the existing culvert on Murray Hollow Road over the Murray Hollow Brook as well as the associated approach roadway work on Murray Hollow Road including replacement of railing.

 

This is a State Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on January 1, 2024 as posted on the New York State Department of Transportation’s website must be followed by the successful bidder.

 

The Minority Business Enterprise (MBE) Goal for this project is:    8.0   %

           

The Women’s Business Enterprise (WBE) Goal for this project is:       15.0   %

 

The Service-Disabled Veteran-Owned Business (SDVOB) Goal for this project is:      6.0   %

 

There is no DBE goal for this project

 

The EEO Employment goals for this project are: 2.6% Minority Employment Goal

No residential or geographical restrictions will be in effect for this project.

Contractors will be required to register/sign in and are responsible for checking the above website for all project updates including Addenda.

 

The successful bidder will be promptly notified and must be prepared to enter into a contract for the services requested in conformity with the information in the proposal.

 

No questions or inquiries regarding this bid will be accepted within three (3) business days prior to the bid opening.

 

Contractors that obtain Contract Documents from a source other than McFarland Johnson’s Bid Portal must notify McFarland Johnson in order to be placed on the official Plan Holder List, to receive Addenda and any other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders List will not be accepted.

 

Addenda will be emailed from Laura Sanda, PE, McFarland Johnson to Bidders listed on the official Plan Holders List. An emailed response from the Bidder, to the Addendum sent by Laura Sanda, PE, McFarland Johnson will act as proof that the Bidder received the Addendum. In addition to an emailed response, Bidders must acknowledge receipt of all Addenda by signing and dating each Addendum and the Acknowledgement of Receipt of Addenda, Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this Bid submittal. All Addenda issued shall become part of the Contract Documents.

 

Contract Documents, including Invitation to Bidders, Instructions to Bidders, Wage Rates, Bid Documents, Agreement, Special Notes, Specifications, Contract Drawings, and any Addenda, may be examined, at no expense, at the Jackson Town Hall 2355 State Route 22, Cambridge, NY 12816, between the hours of 9:00 AM and 6:00 PM on Mondays and 8:00am and 2:00pm Wednesdays and Thursdays.

Bidders shall promptly notify Laura Sanda, PE, McFarland Johnson of any errors, omissions, conflicts or ambiguity within the Contract Documents within 7 days of bid opening.

 

All bids must include the completed Bid Form, Non-Collusive Bidding and Disbarment Certifications, and Lobbying Certifications.  This is a unit price bid as described in the Instructions to Bidders.  No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof. 

 

Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Instructions to Bidders.

 

Bids to be considered must be received in a sealed envelope at the Town of Jackson at 2355 State Route 22, Cambridge, NY 12816 by 2:00 PM, local time, on March 12, 2024 and will be publicly opened and read aloud at 2:00 PM.  Bids received after the above noted time will not be accepted.  All sealed envelopes should be clearly labeled Murray Hollow Road over Murray Hollow Brook, Culvert Replacement, PIN 1762.13.

 

The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid.  The successful Bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract.  If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion online at https://www.osc.state.ny.us/state-vendors/vendrep/profit-construction-questionnaire-cca-2.

 

The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). Successful bidders will be required to pay prevailing wage rates on this contract.

 

This contract is comprised of a Base Bid and four (4) Bid Alternates.  Bidders must provide prices for all items, including alternates. The Town reserves the right to accept or reject any or all alternates. The lowest responsible bidder will be determined by the total amount of the Base Bid, Base Bid plus Bid Alternate # 1, the Base Bid plus Bid Alternates 1 and 2, the Base Bid plus Bid Alternates 1,2 and 3 or the Base Bid plus Bid Alternates 1, 2, 3 and 4, as may be selected by the County, if any.  The project budget will be announced before the opening of any submitted bids.

 

The Town of Jackson reserves the right to consider the bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all bids. All bids are subject to final review and approval by the Town of Jackson governing board before any award of contract may be made.  Receipt of bids by the Town of Jackson shall not be construed as authority to bind the Town. 

 

The work will be substantially completed 90 calendar days from Notice to Proceed and completed and ready for final payment within 120 calendar days.
