Request for Proposals

 RFP No. PW- H63029-19D

The Nassau County Department of Public Works has issued a Request for Proposals (RFP) for professional services in connection with the following:

 Rehabilitation of  2 Bridges in Villages of East Rockaway & Valley Stream

Prospective proposers will be required to assess and evaluate the structural condition of the two (2) bridges described in section C Scope of Services, Atlantic Avenue over Mill River (Village of East Rockaway) BIN 3300160 and Mill Road over Fosters Brook (Village of Valley Stream) BIN 3300170, to identify necessary repairs and improvements to bring these bridges into a state of good repair and compliance with applicable codes and standards.  At a minimum, it is anticipated that the scope of the project will involve but not limited to the following as per current NYSDOT requirements:

A thorough inspection of the bridges with bin number listed above in order to develop the following NYSDOT reports; Initial Project Proposal (IPP), Project Scoping Report (PSR), the Bridge Rehabilitation Justification Report (BRJR), the Bridge Rehabilitation Report (BRR) and the Design Approval Document (DAD). During this preliminary phase Coordination with NYSDOT and various other State Agencies such as, NY State Department of State, NYSDOS, NY State Department of Conservation (NYSDEC), US Army Corp of Engineers, (USACOE) and all applicable Agencies will be required for permits purposes. Upon NYSDOT approval of the (DAD), and obligation of funds, the selected firm will develop designs, for Advanced Detail Plans (ADP), and for Plans, Specifications and Estimates, (PS&E) in compliance with NYSDOT Specifications, Highway Design Manual (HDM), Bridge Design Manual (BDM) and Project Development Manual (PDM). Overall the Scope of work as described in the RFP shall include at a minimum all work needed for a Bridge Project.

Sealed Proposals regarding this project are due on or before 4:00 p.m. on Friday, October 23, 2020 at the location specified within the RFP.  No late proposals will be accepted.

Vendors doing business with Nassau County, including those responding to this solicitation, must register with the County. Vendors may register at https://www.nassaucountyny.gov/3153/e-Services by clicking on the “Vendor Portal Registration”.  In addition, any vendor submitting an offer for this solicitation should submit the required vendor disclosures in the Vendor Portal as well.

Proposals should only be submitted after careful examination of the complete RFP and its requirements.  The selected firm will be required to provide proof of general and professional liability insurance in the minimum amounts of $2,000,000 and $1,000,000 per occurrence, respectively.

The successful Proposer will be required to comply with the requirements of Local Law No. 14-2002, “Participation by Minority Group Members and Women in Nassau County Contracts” and Local Law 2-2016, “Participation of Service-Disabled Veterans in County Contracts.”  All Proposers should review the provisions of Appendix EE (included as an attachment to the RFP) which outlines the requirements of Local Law 14-2002 and Title 82 of the Miscellaneous Laws of Nassau County which contains the requirements of Local Law 2-2016.  Technical proposals shall include information regarding the Proposer’s plan to comply with Local Law No. 14-2002 and Local Law 2-2016.
