Cost Proposal Project Personnel and rate Form, on pages 8 and 12 respectively, have been revised to clarify that proposers cannot charge overhead for work done by a subcontractor. Any necessary oversight hours for subcontractors should be included as direct labor and clearly labeled in the budget submitted as part of Task Work Order Plan(s).
The New York State Energy Research and Development Authority (NYSERDA) is issuing this solicitation to establish a pool of firms, companies, or organizations (including teaming arrangements) to provide program design, analysis, and support for Clean and Resilient Buildings and Large-Scale Thermal market development initiatives across the Authority. Proposers may submit a proposal to provide qualifications/support in any or all the above categories; however, separate proposals must be submitted for each category. Qualified entities must demonstrate technical, regulatory, and market expertise in the following categories: A. Supply Chain Support Proposals will be evaluated and scored against each other within each category (A-D). Proposers should clearly identify which category (A-D) the proposal is intended to address. NYSERDA anticipates entering into Umbrella Agreements with the top-ranked proposers in each category. Work will be issued either directly to the top-ranked proposer in each category or sub-category (up to $250,000) or through a mini-bid process to the firms that qualify (in the respective category) under this RFQL. Work is expected to start in early 2025.
