Leadership Training Services


Description:

The New York State Department of Civil Service (DCS) seeks to procure Leadership Training Services pursuant to its discretionary purchasing authority under State Finance Law §163(6). This procurement opportunity is limited to New York State businesses certified pursuant to Article 15-A of the New York State Executive Law, and businesses certified pursuant to Veterans’ Services Law article 3.

 

BACKGROUND:

The mission of DCS’s Strategic Planning and Innovation (SPI)  is: “To perform management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. The Division also leads critical Department projects, manages state-wide reporting and provides oversight for information technology projects and support.”

To ensure that DCS embodies the Department’s vision to build tomorrow's workforce today by promoting a diverse, inclusive, and talented workforce and to lead and deliver world-class workforce management strategies by providing innovative solutions based on merit, fitness, and equality of opportunity, DCS is seeking to procure Leadership Training Services.

The Department of Civil Service currently has 400 employees and is expected to grow by approximately 100 employees over the next year.

 

 

DESCRIPTION OF REQUIREMENTS:

Contractor will provide training and consulting services to SPI and DCS as an agency to offer  Leadership Training Services (“LTS”) as follows:

  • Contractor must develop and deliver a management training plan for executive, senior leadership, and staff.
  • Contractor must deliver training sessions and facilitation services according to the plan.
    • The training sessions will be need and topic based and will consist of requests for:
    • All employee sessions
    • Group and individual emerging and new leader training
    • Executive and Director level planning
    • Individual employee development

Topics addressed include, but are not limited to, the following:

  • Leading through Change
  • Aligning State, Department and Division Priorities
  •  Working Effectively and Proactively
  • Successful Meeting, Planning and Communication Strategies
  • Time Management Best Practices

MINIMUM QUALIFICATIONS:

  • Contractor must have a minimum of three years of experience providing leadership training to government entities.
  • Contractor’s business is certified pursuant to Article 15-A of the New York State Executive Law, (MWBE) and or businesses certified pursuant to Veterans’ Services Law article 3. (SDVOB).

SUBMISSION REQUIREMENTS

Vendors responding to this solicitation must provide the following:

  • A brief description of your organization as it relates to leadership training services and how your organization meets the minimum qualifications stated above.
  • A brief description of your management training plan for executive, senior leadership, and staff.
  • A brief description of how your organization will providing training for
    • All employee sessions
    • Group and individual emerging and new leader training
    • Executive and Director level planning
    • Individual employee development
  • A list of government entities the Contractor has provided leadership training services within the last three years, including dates such training was provided.
  • A sample of leadership training services your organization has developed that fit the requirements outlined above.
  • Certification as a NYS Minority-owned Business Enterprise, NYS Women-owned Business Enterprise, or NYS Service-Disabled Veteran Owned Business.
  • Resume(s) of key staff.
  • Attachment 1, Contractor’s Certification Form.
  • Attachment 2, Cost Proposal.

Interested vendors should send an email to dcscontracts@cs.ny.gov of their intent to submit a proposal. DCS will then send a procurement package to be completed and submitted by the Due Date of 6/7/2024.

 

This procurement is subject to, and shall be conducted in accordance with, Procurement Rules and Regulations found in Attachment 1. (To be supplied to interested bidders)

Questions should be emailed to dcscontracts@cs.ny.gov The comprehensive list of questions and responses will be posted to the Contract Reporter on or about May 26, 2024 and emailed to all vendors who requested interest in receiving a proposal package.
