Commercial Tenant Program


Description:

Description of goods or services to be bid:

The following changes have been made to PON 4072, The Commercial Tenant Program:
• Eligibility has been expanded to all commercial tenants, as opposed to only office tenants.
• The CTP has been extended through December 31, 2025.
• The CTP voicemail box (1-866-NYSERDA ext. 3638) is no longer operational.
• The suggested minimum square footage for a tenant site has been reduced from 10,000 sq.ft. to 5,000 sq. ft. Projects at tenant sites under 5,000 sq.ft. may be subject to a prorated cost-share if energy savings potential is limited.
• Tenants who occupy entire buildings and control base building systems are not eligible.
• Qualifications requirements for consultants wishing to participate in the program have been revised. Among other criteria, at least one staff member must have a PE license, and/or a CEM or CEA designation.
• Any approved consultant who does not submit at least one project per year will be removed from the list of active consultants that is posted on the CTP webpage.
• For Opportunity Assessments that cost less than $5K: A consultant may conduct up to 10 such Opportunity Assessments (or up to ½ of all tenant spaces in the building, whichever is lower) in a single building, per Customer. Any additional such Opportunity Assessments will follow the 50-100% cost share structure that applies to studies that cost more than $5K.
• Eligibility requirements for Customers seeking 100% funding have been simplified.
• Implementation of low or no-cost operations and maintenance measures do not qualify a project for the full 100% cost-share.
• If warranted, and as agreed upon during the Project’s scope of work development, the Customer will work with NYSERDA and the Consultant to develop a case study.
• The Energy Modeling Guidelines have been updated.
• Attachment A and Attachment D have been updated

 The goal of NYSERDA’s Commercial Tenant Program is to integrate energy efficiency in leased office spaces. This program is open to commercial office tenants and their landlords who wish to improve the efficiency of their leased office space. The Program can fund eligible technical assistance services during all phases of a tenant’s leasing cycle, including during the space selection or pre-lease phase, during project development, during project implementation, and throughout occupancy. Technical assistance is defined as a series of activities that support a tenant or landlord’s decision-making process with respect to energy efficiency. Funding, which covers the professional services fees of consultants offering the technical assistance, ranges from fifty percent (50%) to one hundred percent (100%) of the consultant’s professional services fees associated with this work depending on the level of analysis and services provided. The Program does not provide funding to offset the cost of installing energy efficiency measures in leased office spaces. The consultant delivering the technical assistance is responsible for ensuring tenants and landlords participating in the program receive energy savings recommendations that are actionable and that can inform energy management and implementation decisions to optimize performance of leased office space. A consultant may use a variety of tools to identify such energy savings opportunities, from comprehensive energy modeling to simple walk-through assessments, depending on the needs of the tenant or landlord. Portfolio owners, in particular, can greatly benefit from this program and are encouraged to participate. 

Eligibility/Qualifications Requirements/Preferences:

Eligible program participants include commercial tenants, commercial building owners and property managers who occupy an eligible site commercial site that contributes to the systems benefit charge. Participants must select an Consultant (i.e. an architecture firm, engineering firm, and other third-party entity well-versed in energy analysis and/or energy modeling) to perform the energy analysis or provide the eligible technical assistance and apply to the Program on their behalf. This Consultant must meet the minimum requirements for qualification listed in the program opportunity notice.
