Mobile Wireless Drive Test and Data Collection

The successful firm(s) will be contracted to perform drive testing in May and June 2025 in Clinton, Essex, Hamilton, Warren, and Washington Counties of New York State. It is anticipated that up to 8,000 miles of roadway will be tested. The successful firm(s) will provide managed services to complete drive testing utilizing devices that can collect all available bands and signal levels from all carriers in the area. Data from multiple bands is to be collected on mobile cellular voice and data reliability for both 4G and 5G service levels from facilities-based carriers operating in the five-county region. It is the responsibility of the firm(s) to determine all available providers. All equipment necessary to accomplish the scope shall be provided by the firm(s).
Also included in the scope is the performance of Mobile Speed Testing with the FCC Mobile Speed Test app to log challenges at all intervals where coverage is found deficient while data is collected.
Additional project deliverables:
1. Written technical description of the methodology used to collect data
2. Background processing of the data to be provided to the LCLGRPB in a usable format (as determined by LCLGRPB)
3. ESRI compatible geodatabase with a data dictionary
4. Mobile Speed Test coverage map compatible with the FCC National Broadband Map. It is anticipated that this map will be used in future challenge processes.
