Summary of Revisions: July 17, 2025. 

The Flexible Technical Assistance (FlexTech) Program (PON 4192) has been revised:

• Applications will be accepted on a first-come, first-serve basis dependent on funding availability until December 31, 2030 by 3:00 PM Eastern Time.

• Section II. Program Cost-Share has been updated.
• Updated cost share range for the Multifamily - Affordable sector
• Updated Technical Assistance Services

• Section IV. Program Parameters has been updated.

• Attachment B-3: Terms and Conditions has been updated.

SUMMARY OF REVISIONS

The following changes have been made to PON 4192, Flexible Technical Assistance (FlexTech):

• Section II. Program Cost-Share has been updated.
• Updated P12 Schools cost share.
• Updated cost share and caps for Safety Net Hospitals and Hospitals located in a DAC.
• Updated cost share for Colleges and Universities.
• Updated cost share caps for portfolios, networks, and single entities participating in FlexTech.
• Removed secondary services for Colleges and Universities.
• Added clarifying language for School Bus studies.

• Section III. Eligibility has been updated.

• Section IV. Program Parameters has been updated.
• Updated definition for P-12 Schools Priority Districts.
• Removed reference to Clean Green Campus secondary services

• Section V. Program Participation has been updated.
• Added required document to obtain owner signature if working with a Property Management company or Owners Representative.
• Clarified invoicing guidelines and progress payment parameters.
• Attachment B-3 has been updated to include invoicing guidelines and progress payment parameters.

• Attachment C: Authorization to Share Information with NYSERDA Partners has been removed.

• Various programmatic clarifications including, but not limited to, customer and project eligibility, funding amounts and caps, program parameters, and invoicing procedures.

Eligibility/Qualifications Requirements/Preferences:

 Applications for New York State Commercial, Industrial, Institutional and Multifamily facilities that display a potential for energy savings, carbon savings, or process improvements, as well as opportunities to consider energy efficiency given known energy use increases, will be considered for eligibility. Study participants must utilize third-party engineering firms, energy service providers, or other entities to perform technical assistance. Applications are accepted until funds are exhausted or December 31, 2030, whichever comes first.
