Harnick Road Bridge Replacement over Apalachin CreekDescription: INVITATION TO BID The Bidding and Contract Documents may be examined on or after 03/06/2025 at the following locations: Copies of the Bidding and Contract Documents may be obtained at the offices of the Tioga County Department, 477 Route 26, Owego, NY 13827. A non- refundable payment of $25.00 for each set, plus $15.00 postage if mailed will be required. Checks shall be made payable to the order of Tioga County. Delivery via Federal Express can be arranged by contacting Tioga County Department of Public Works, phone number (607) 687-0302 and providing your Federal Express account number. The time for performance of contract is 200 days from date of Notice to Proceed and completed and ready for final payment by December 15 2025. The Disadvantaged Business Enterprise (DBE) Utilization Goal is 6%. The Equal Employment Opportunity goal for Minority Participation is 1.1% and the Women Participation goal is 6.9%. There are no M/WBE/SDVOB requirements or preferences contained in this contract. The A certified check or cashier’s check payable to Tioga County or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. The Successful Bidder shall be required to furnish and pay for satisfactory Performance and Labor and Material Payment Bonds, each in the amount at least equal to the Contract Amount as security for the faithful performance and payment of all Contractor’s obligations under the Contract Documents. The successful bidder and subcontractors must have an approved “New York State Uniform Contracting Questionnaire for Profit Construction” (CCA-2 Form) on file with NYSDOT prior to an award being made. Tioga County reserves the right to waive any informality in, or to reject any or all Bids. Bids may be held by Tioga County for a period not to exceed forty-five (45) calendar days from the date of the Bid Opening for the purpose of reviewing the Bids and investigating qualifications of Bidders prior to awarding the Contract. Bidders are required to promptly notify contacts in this notice of any errors, omissions, conflicts or ambiguity among contract documents. Addenda to bid documents will be sent to registered plan holders via email. This is a federal-aid contract subject to the approval of the Federal Highway Administration NON-COLLUSIVE BIDDING CERTIFICATION, OFFERER DISCLOSURE OF PRIOR NONRESPONSIBILITY DETERMINATIONS, COMBINED CERTIFICATION FORM, BID BOND, BID PROPOSAL, PROPOSAL FORM WITH BID AND SIGNATURE, AND BID TABULATION SHEETS, MUST BE SUBMITTED WITH EACH SIGNED PROPOSAL.
