REQUEST FOR QUALIFICATIONS GENERAL ENGINEERING, ARCHITECTURAL AND PLANNING SERVICESCITY OF RENSSELAER, RENSSELAER COUNTY, NEW YORK RELEASED MARCH 5, 2024 / DUE APRIL 5, 2024UPDATED MARCH 26, 2024 / NEW DUE DATE APRIL 12, 2024(Updates are a new due date, notification date and a comma between Traffic and Survey )The City of Rensselaer is seeking proposals from qualified Architectural/Engineering Consultants to provide various engineering services on an as-needed basis for a three-year term. Services shall include design and/or analysis of the following: Structures, Highway, Hydrology, Storm/Sanitary Sewers, Potable Water Service, Environmental, Traffic, Survey, Planning, Construction Inspection, and Asset Management. The City’s intent is to develop a short list of qualified Consultants, individuals, and/or Firms in each specialty. Consultants may be included on one or more lists depending on qualifications. Consultants selected to perform work under contract with the City of Rensselaer will agree upon services to the City for a period of up to (3) years from June 1, 2024 to May 31, 2027.Three (3) bound copies of each proposal shall be submitted in the following format:
1.Cover Letter: All packages must include a cover letter addressed to Thomas Hulihan, Director of Planning and Development, signed by an individual legally authorized to bind the applicant to its Proposal.2.Personnel: Names and Resumes of all Partners, Managers, and other key Staff Persons along with brief resumes.3.Services: Description of proposed services and area(s) of specialization.4.Experience and Qualifications: Description of relevant experience, including a list of previous projects completed by the firm.

Small firms, Veteran-owned and Disabled American Veteran-owned firms. Disadvantaged Business Enterprise Firms, and Minority/Women Enterprise Firms are encouraged to participate. The City Planning Office and City Engineer’s Office will review qualifications and make recommendations to the City Council for approval. Selected consultants will be notified by mid-April 2024. The successful consultants will be required to provide evidence demonstrating that the Consultant and any professional sub-consultant(s) are legally authorized by the NYS Education Department to do business in New York State. All firms must provide proof of NYS Workers Compensation Insurance and Disability Insurance Coverage, General Liability Insurance Coverage, and Professional Liability Insurance Coverage.
