Blood Sample Collection Services


Description:

Background: 

The New York State Department of Health (NYSDOH) seeks clinical laboratory collection sites to collect, process and transport blood samples from participating residents of the City of Newburgh and others who may have been exposed to PFOS and PFAS in the Newburgh public water supply. 

Minimum Qualifications: 

Blood sample collection sites must be located in the City of Newburgh and currently certified by the NYSDOH under the Clinical Laboratory Evaluation Program (CLEP) as Comprehensive Clinical Laborites or Patient Service Centers of Comprehensive Clinical Laboratories. Physician Office Laboratories are not eligible for this opportunity, 

Deliverables:   

Collection locations must provide appointment scheduling, accommodation for walk-ins, free parking and sufficient physical space to avoid excessive waiting time. 

Collection locations must use PFOS and PFAS - free laboratory materials and shipping containers, including butterflies, red top tubes, blue falcon tubes, pipettes, gloves, blue pads, transport boxes and identification labels, which will be provided to the participating specimen collection sites by the NYSDOH.   

The testing site must follow l procedures for patient specimen collection (patient requisition for testing is prepared, remote order entry is performed, normal labeling procedure, etc.). Blood is collected and processed in accordance with Wadsworth Center specifications. T Serum will need to be aliquoted into storage containers at the collection site. This procedure is time sensitive and instructions will be provided to the collection site. Specific storage recommendations for the collection facility will be provided by DOH. 

Results are released to the collection facility through the Health Commerce System. The requesting physician is also copied so DOH is able to access patient test reports. 

All testing of the samples collected, for PFOS and PFAS, will be conducted by the NYSDOH Wadsworth Laboratories at the Biggs Laboratory site in the Empire State Plaza, Albany. 

Samples and requisitions will be prepared for transport by the laboratory via US mail or courier to NYSDOH Wadsworth Laboratories at the Biggs Laboratory site in the Empire State Plaza, Albany. 

Collection locations must provide reports to the NYSDOH. 

Term:

Services are expected to be needed through Jue 30, 2030. There may be additional need beyond this date. 

Billable expenses: 

This is a deliverables-based contract with unit pricing on an indefinite quantity of work to be performed. The NYSDOH will reimburse contractor for in accordance with unit pricing (below). Laboratories are required to ship specimens to the Wadsworth Center on a weekly basis, when specimens have been collected and are available for shipment. Specimens may be shipped by the contractor to Wadsworth Center on Tuesdays or Wednesdays that do not precede a holiday. Specimens shall be frozen and batched (multiple specimens) per shipment.

Actual costs will be reimbursed based upon documentation provided upon invoicing.

Contractor will be reimbursed for Actual costs upon submission of proper evidence 

 

Location of Work to be Performed:

The blood collection sites of the certified laboratories must be located in the City of Newburgh and be sufficient to accommodate walk-ins, free parking and sufficient physical space to avoid excessive waiting time. 

Proposal Requirements:

 Interested laboratories should submit a letter of interest to DOH demonstrating how they meet the minimum qualifications set forth above. 

All bidders who successfully meet the Minimum Qualifications set forth in this advertisement, will be contacted by the Department for further evaluation.
