Enhancing New York State’s Capacity to Improve Human Safety, Landscape Connectivity and Wildlife Movement ServicesDescription: The New York State Department of Transportation (NYSDOT) anticipates the release of a Request for Proposals (RFP) seeking the services of a consultant team to create a Toolkit assisting decision-makers in identifying and prioritizing roadways throughout New York State (NYS) in need of reduced Wildlife-Vehicle Collisions (WVCs) and improved connectivity. The Toolkit will include/shall include: The Toolkit will enable rapid assessment and identification of roadways in need of WVC reduction and/or natural lands in need of improved habitat connectivity by overlaying datasets referencing multiple scales and perspectives (Figure 1). In addition to identifying and ranking areas to support mitigative prioritization, the Toolkit will allow decision-makers to pair planned capital transportation projects with prioritized locations in need of WVC reduction and/or improved connectivity. In particular, the Toolkit will provide practitioners the following information:

The Consultant shall possess experience with wildlife-vehicle collision, natural resources, and ecological datasets like those referenced in Figure 1 and expounded within Attachment 13 of the RFP for Toolkit development. Responsive and responsible consultants interested in receiving notification of the RFP release should submit a brief, one-page Letter of Interest (LOI) to Shalina.Mallory@dot.ny.gov. The LOI should include, at a minimum: the firm name, address, contact person name, email address, phone number. An email announcing the release of the RFP will be sent to all parties submitting an LOI. When ready, the RFP will be posted to the NYSDOT website and will contain all the information necessary for firms to submit a complete proposal. It is anticipated that the RFP will be released on Friday, September 5, 2025. If the release of the RFP is delayed for any reason, the due date for proposals will be extended appropriately. NYSDOT estimates that the work for the successful consultant will commence upon final approval of the NYS Office of The State Comptroller (OSC). The base term or duration of the contract is eighteen (18) months. The proposal due date of October 20, 2025, is subject to change.
