RFQual #24-01 Medical Examiner Management Services


Description:

The New York State Comptroller (“Comptroller”), as Administrative Head of the New York State and Local Employees’ Retirement System and the New York State and Local Police and Fire Retirement System (“NYSLRS”) and as authorized by the Retirement and Social Security Law, is seeking to contract with entities able to provide the services of physicians having general and specialized medical education, experience, and expertise (“Physicians”). Such Physicians will conduct medical examinations of NYSLRS members (“Members”) for NYSLRS’ Medical Board (the “Board”), render professional, technical, and expert opinion in connection with the medical examinations, and will testify at administrative disability hearings on an as-needed basis (“Services”).

 

Minimum Qualifications

To be eligible for consideration, interested entities must:

 

1.     Have a minimum of five years’ experience in providing qualified Physicians to perform independent medical examinations (“IMEs”). OSC will accept experience acquired concurrently.

 

2.     Have a minimum of five years’ experience in the facilitation of IMEs, including scheduling, reporting, and coordinating services.

 

3.     Be able to provide licensed Physicians who are certified by the American Board of Medical Specialties in their specialty.

 

4.     Have at least one orthopedic, neurological, and psychiatric Physician on staff who will be available to perform examinations.

 

5.     Be able to provide Physicians to testify at hearings.

Minority and Woman-Owned Business Enterprise Requirements

Appendix B (Proposer and Contractor Compliance Requirements and Procedures for Participation by Minority Group Members and Women With Respect to OSC Contracts) provides the policies of OSC with regard to participation by Minority and Women-Owned Business Enterprises (“M/WBE”) with respect to OSC Contracts. In accordance with the provisions outlined in Appendix B, it is the intention of OSC to provide real and substantial opportunities for certified M/WBEs on all OSC contracts. It is with this intention that OSC has assigned M/WBE participation goals to this contract.

 

Such participation may be as subcontractors, suppliers, protégés or other roles.

 

Proposers submitting a proposal in response to this RFQual must make good-faith efforts to promote and assist the participation of certified M/WBEs as subcontractors and suppliers on this project, for the provision of services and materials in an amount at least equal to 24% combined M/WBE of the total dollar value of the contract to be entered into as a result of this RFQual. These participation goals will apply to the contract as a whole and will be monitored by OSC for compliance.

Proposers submitting a proposal in response to this RFQual must respond to the participation goals established for M/WBE participation by completing the applicable M/WBE forms located in Attachment 3 (OSC Procurement Forms). See the “How to Apply” Section below for submission requirements.

 

Service-Disabled Veteran-Owned Businesses

Article 3 of the Veterans’ Service Law establishes a program to encourage state agencies to foster the use of Service-Disabled Veteran-Owned Businesses (SDVOBs) on New York State contracts. Appendix H (Proposer/Contractor Compliance Requirements and Procedures for Participation by Service-Disabled Veteran-Owned Businesses) provides OSC’s requirements with regard to participation by SDVOBs on OSC contracts. It is the intention of OSC to provide opportunities for meaningful participation by certified SDVOBs on all OSC contracts.

 

Such participation may be met through subcontracting, suppliers, or other roles.

 

Proposers submitting a proposal in response to this RFQual shall make good-faith efforts to promote and assist the participation of certified SDVOBs in an amount at least equal to 3% of the total dollar value of the contract to be entered into as a result of this RFQual. These participation goals will apply to the contract as a whole and will be monitored by OSC for compliance.

1.     A brief narrative describing the entity’s experience in providing qualified Physicians to perform IMEs and its expertise in the facilitation of medical examinations, including scheduling, reporting, and coordinating the Physician services;

4.     Attachment 3 (OSC Procurement Forms), completed and signed.

OSC cannot guarantee the volume of work, if any, that will be requested from the entity or assigned to any physician. Physicians must be available on an as-needed basis. All Physician services will only be performed with the prior approval of OSC.

Entities must be willing to enter into an agreement with terms materially the same as those of the Draft Contract, should they be selected for contract award.
