2025 Application
The New York State Department of Transportation (NYSDOT) is announcing the availability of approximately $27.2 million in funding through the Federal Transit Administration’s (FTA) Enhanced Mobility of Seniors and Individuals with Disabilities Program (Section 5310). The Section 5310 program supports improved mobility for seniors and individuals with disabilities by removing barriers to transportation services and expanding their transportation mobility options.
This grant opportunity requires a 20 percent applicant match for capital and mobility management projects and a 50 percent match for operating projects. No less than 55 percent of the program funding will be made available for traditional 5310 projects. Traditional projects include the purchasing of buses, vans, wheelchair lifts, ramps and transit-related technology systems. Eligible applicants include private not-for-profit organizations, or a local government, approved by the State to coordinate services for seniors and individuals with disabilities, or the State to coordinate services for seniors and individuals with disabilities or certifies that no not-for-profit organizations in the area provide service. Eligible subrecipients who may apply for the other enhanced mobility, capital, and operating funding (up to 45 percent), are municipalities, not-for-profit agencies, and operators of public transportation services, including private operators of public transportation services, and federally recognized tribal governments. Examples of enhanced transportation projects include travel training, volunteer driver programs, improving signage and improving access to sidewalks and crosswalks. Applications may also be requested through email at: 5310MobilityApplications@dot.ny.gov. Completed applications must be received by NYSDOT no later than December 5, 2025. The projects receiving assistance under this opportunity must be included in a Locally Developed Coordinated Human Service and Public Transportation Plan (CHSPTP) and coordinate with other federally assisted programs to ensure efficient use of Federal funds.
