Stenographic/Hearing Reporter Services for Tenured Teacher Hearings

The New York State Education Department (NYSED) Teacher Tenure Hearing Unit is seeking proposals for stenographic/hearing reporter services required for tenured teacher hearings in accordance with Section 3020-a of the New York State Education Law. The agency is seeking coverage for five (5) geographic areas across New York State. Proposals may be submitted for all five (5) or any one (1) of the areas listed in the solicitation. Eligible vendors must be able to perform the stenographic services as described in this Request for Proposals (RFP). Separate awards will be made for each of the geographic areas.

Subcontracting will be limited to thirty percent (30%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses.

NYSED will award one (1) contract for each of the five (5) areas pursuant to this RFP. The contracts resulting from this RFP will be for a term anticipated to begin October 1, 2025, and to end September 30, 2030.

Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.

Service Area: The following five (5) geographic areas across New York State: Area I- New York City, including the boroughs of Manhattan, Brooklyn, Bronx, Queens, and Staten Island; Area II- Nassau and Suffolk counties; Area III- Westchester, Orange, Putnam, Sullivan, Ulster, Dutchess, and Rockland counties, Area IV- Albany, Clinton, Columbia, Delaware, Essex, Franklin, Fulton, Greene, Hamilton, Herkimer, Montgomery, Otsego, Rensselaer, Saratoga, Schenectady, Schoharie, St. Lawrence, Warren, and Washington counties; and Area V- Allegany, Broome, Cattaraugus, Cayuga, Chautauqua, Chemung, Chenango, Cortland, Erie, Genesee, Jefferson, Lewis, Livingston, Madison, Monroe, Niagara, Oneida, Onondaga, Ontario, Orleans, Oswego, Schuyler, Seneca, Steuben, Tioga, Tompkins, Wayne, Wyoming, and Yates counties.
