ETO Support and STICC Staffing Services for NYSDOTDescription: The New York State Department of Transportation (NYSDOT) anticipates the release of a Request for Proposals (RFP) to select a qualified consultant firm to provide personnel, in conjunction with existing NYSDOT staff, to operate the Statewide Transportation Information & Coordination Center (STICC) and support the daily functions of the Emergency Transportation Operations (ETO) Unit. NYSDOT’s STICC is located at: Statewide Transportation Information & Coordination Center (STICC) NYSDOT Main Office, 1st Floor 50 Wolf Road Albany, NY 12232 The STICC serves as an information gathering and dissemination center, monitoring operational conditions statewide, reporting information to NYSDOT management, outside agencies, and regional offices per written Standard Operating Procedures (SOPs). Staff operating the STICC use various electronic systems as part of a comprehensive approach to monitor and manage the transportation network. The daily operation of the STICC, which is supported in-part by federal funds, has been ongoing since 2006. The STICC is a 24/7/365 operation. Responsive and responsible consultants interested in receiving notification of the RFP release should submit a brief, one-page Letter of Interest (LOI) to Shalina.Mallory@dot.ny.gov. The LOI should include, at a minimum: the firm name, address, contact person name, email address, phone number. An email announcing the release of the RFP will be sent to all parties submitting an LOI. When ready, the RFP will be posted to the NYSDOT website and will contain all the information necessary for firms to submit a complete proposal. It is anticipated that the RFP will be released on Monday, June 2, 2025. If the release of the RFP is delayed for any reason, the due date for proposals will be extended appropriately. NYSDOT estimates that the work for the successful consultant will commence on May 1, 2026. The base term is thirty-six (36) months with two (2) optional one-year extensions. The proposal due date of July 21, 2025, is subject to change.
