SSBCI Technical Assistance (TA) for Venture Capital Readiness Program

Program Description
Empire State Development (ESD) is administering the SSBCI Technical Assistance (TA) Program
to support those investing in Socially and Economically Disadvantaged Individual (SEDI)-owned
businesses and Very Small Businesses (VSBs) in accessing capital from SSBCI-supported
equity programs. The initiative prioritizes assistance in expense coverages in legal, financial,
and accounting services that strengthen applicant readiness, enhance post-investment
support, and improve foundational skills. Special focus is placed on supporting Emerging and
Regional Venture Fund Managers, Accelerator Fund Managers, and high-growth Founders,
particularly those applying for SSBCI funding.
Eligibility & Requirements
Eligible respondents in legal service providers, financial advisory firms, and technical
assistance providers with proven experience helping early-stage businesses and fund
managers secure capital. Applicants must demonstrate the capacity to:
• Provide pre- and post-application support including legal, accounting, and financial
management assistance;
• Improve readiness for SSBCI Equity Program applications;
• Leverage existing networks to deliver services aligned with US Treasury guidelines;
• Support SEDI-owned businesses and VSBs through 1:1 counseling, training, and
strategic advising.
Competitive proposals will showcase an existing track record of working with these target
groups and an ability to deliver services such as:

• Legal: fund formation, investor agreements, governance documents;
• Accounting: audits, record digitization, financial statement preparation;
• Financial Advisory: investor readiness, portfolio modeling, and pitch development. 

Compliance & Subcontracting Provisions

TA grant recipients must comply with SSBCI Program Guidelines, 12 U.S.C. § 5701, and Uniform Guidance (2 C.F.R. Part 200) for federal awards. Subcontractors are allowed, but recipients are responsible for ensuring all subcontracted work aligns with program goals and federal requirements. Grantees must maintain records, submit appropriate documentation, and ensure quality and compliance throughout the subcontracting relationship.
