Construction Management Services for the Yates County Public Safety Facility

The purpose of this Request for Proposals document (hereinafter referred to as the “RfP”) is to provide interested parties with the necessary information to prepare and submit a proposal for construction management (CM) services for an updated Yates County Public Safety Facility. The current Public Safety Building, located at 227 Main Street, Penn Yan, NY 14527, includes the county jail. It was constructed in 1975 and has been in continuous use since that time.

It is anticipated that the facility will house approximately the same number of incarcerated individuals as does the current facility. The proposed project will consist of:

A. A detailed evaluation of the existing facility by the selected architectural/engineering (A/E) firm with support from the selected CM.

B. Review of publicly available reports furnished in conjunction with this RfP.

C. Review of other publicly available reports.

D. Review of previous studies and reports that, due to their nature, will be furnished to potential respondents to this RfP upon request and after execution of a non-disclosure agreement (NDA) to be furnished by Yates County.

E. Evaluation of at least three (3) conceptual designs and construction cost estimates, in conjunction with Yates County, its Architectural/Engineering firm and Environmental Attorney and New York State Commission of Corrections (SCOC) and Office of Court Administration (OCA) and, potentially, other NYS and local entities. a. At least one (1) of the evaluation of conceptual designs shall be a completely new facility (i.e. – not a renovation of existing facilities) to be located at a site to be determined if selected as the preferred design. b. If the preferred design selected is a completely new facility, participation in evaluation of potential sites for the new facility.

F. Once a conceptual design has been selected, evaluation and/or preparation of detailed design documents for bidding in conjunction with NYS and local entities and the County’s Architectural/Engineering firm.

G. Project cost estimates at major milestones and cost, constructability, and phasing guidance prior to bidding throughout the design process.

H. Conduction and record keeping of meetings during bidding and construction.

As part of the objective, any project undertaken will need to be phased so that all current County operations will continue seamlessly with minimal disruption during construction.

Yates County will use the submitted proposals to award a contract for the services noted within this document. The goal of the County is to receive the highest level of quality that aligns with its needs at a reasonable price from an experienced and qualified firm.
