New York Truck Voucher Incentive Program - REVISION

Description of goods to services to be bid:
The following changes have been made to the New York Truck Voucher Incentive Program eligibility and associated documents: Revision June 18,2025.
Voucher Application Acceptance: - NYTVIP will pause acceptance of new voucher applications for Class 3-8 Zero Emissions Vehicles and Non-Road Equipment until August 2025
Changes to the NYTVIP Implementation Manual: • Structural revisions: NYTVIP now has three funding tracks, the structure of the Implementation Manual has been altered to reflect that. • Changes to Vehicle Eligibility: o Added Class 3 Zero Emission Vehicles (ZEVs) o Added Zero Emission Non-Road Equipment o Paratransit buses no longer eligible (12/2024) o Cargo handling equipment no longer eligible (3/2024) • Changes to funding sources: o Class 3-8 zero emissions vehicle vouchers will be funded by Regional Greenhouse Gas Initiative (RGGI) funds when available o Non-Road Equipment vouchers will be funded by Volkswagen Settlement EPA DERA Option with Department of Environmental Conservation (DEC), which will fund Electric, Zero Emission Non-Road Equipment • Changes to incentive calculations: o Incremental cost incentive will now be used only for Transit Buses o Class 3-8 Zero Emission Vehicles will receive a base incentive with three available bonuses: Scrappage, Small Fleet, and DAC Bonuses o Electric Non-Road Equipment incentives will be calculated as a 35% cost share base-price reduction with available 10% DAC bonus incentive. • Changes to Scrappage Requirements o Scrappage is now optional for Class 3-8 (ZEVs) o Scrappage requirements for Non-Road Equipment no longer tied to model year. o Scrappage requirements unchanged for Class 4-8 Transit Buses. • Changes to scrappage timelines o Class 3-8 ZEVs must occur within one year (365 calendar days) of new vehicle delivery o Non-Road Equipment must occur within 30 calendar days (three months) of new equipment delivery o Transit Buses are unchanged at three weeks (21 calendar days) • Added a section providing Utility Make Ready contacts • Expanded Eligible Fleet Applicants to Charging-as-a-Service (CaaS) companies, who will be responsible for Reporting and Operating requirements as the Vehicle Purchasers • Clarified Voucher Stacking for specific programs

December 14th, 2022: Summary of Revisions NYTVIP Implementation Manual is revised as follows: adding $2,000,000 for Paratransit Shuttle Buses and adding $6,000,000 for VW Electric School Buses and added Paratransit requirement language.
4-1-2022: Summary of Revisions The following changes have been made to PON 4089: The Program Funding has been revised as follows: No new monies have been added. However, the funding categories have been updated to remove funding for Plug in Hybrid Electric Vehicles (PHEV), Hybrid Electric Vehicles (HEV), Compressed Natural Gas vehicles (CNG), and Propane fueled vehicles. The following Program Documents have been revised: • NYTVIP Contractor Participation Agreement • NYTVIP Purchaser Participation Agreement • NYTVIP Vehicle Operator Addendum • NYTVIP Participating Vehicle Dismantler Participation Agreement • NYTVIP Implementation Manual The NYTVIP Implementation Manual has been revised as follows: • Removed the requirement to scrap a 2009 or older diesel vehicle from projects funded with CMAQ monies. • Reallocated all remaining monies to support the purchase of all-electric vehicles (BEV or FCEV), making NYTVIP a 100% zero emission truck and bus program. • Extended the voucher redemption timeline, for all vehicle categories, to 18 months with the option to request a single 6-month extension, for a total of 24 months. • As of June 1, 2022, the per applicant funding cap will be suspended for VW funded BEV and FCEV transit buses. Funding caps will remain in place for the Truck, School Bus and “Other” funding categories. • Clarifying language added throughout the document. 10.8.2021 Summary of Revisions Program Funding has been revised as follows: Additional monies ($900,000) have been added to replace eligible diesel-powered non-road port cargo handling equipment with repowered or new all-electric non-road cargo handling equipment.

Included the NOx requirements for CNG and propane fueled buses. • Section 2.3.5 – Special Terms for Non-Road Cargo Handling Equipment (CHE) Added section addressing CHE eligibility and related program requirements. • Section 3.1.1 – Voucher Application Edited language for clarity. • Section 3.2 – Vehicle Scrappage Changed “NYSERDA approved Vehicle Dismantler” to “Participating Vehicle Dismantler”. • Section 3.2.2 – Scrappage Requirements Updated photo requirements to align with the revised Scrappage Guidance Document. • Section 3.3.1 – Voucher Redemption Process Steps Clarified that registration must be active at the time of scrappage. The following changes have been made to the New York Truck Voucher Incentive Program eligibility and associated documents: June 18, 2025.
NYTVIP Implementation Manual: • Removed all other Volkswagen Settlement funding sources except for Class 4-8 Transit Buses and put them into own funding category • Added two new funding sources and application types: o Non-Road Equipment funded through Volkswagen Settlement EPA DERA Option with Department of Environmental Conservation (DEC) o Class 3-8 Zero Emission Vehicles funded through the Regional Greenhouse Gas Initiative (RGGI) • Added Make Ready contacts • Added in Class 3 Zero Emission Vehicles • Incremental cost is only calculated for Transit Bus funding track applications • Moved Class 3-8 funding track voucher calculation process to a base incentive with three bonus options • Added Non-Road Equipment voucher calculation process to straight cost share base with DAC bonus. • Added Scrappage as an optional bonus for Class 3-8 ZEV’s, requirement for Transit Buses and Non-Road Equipment o Depending on the funding track, different scrappage requirements are required. • Reduced Lease term, Warranty Term, Reporting Term, and Operating Term to three (3) years instead of five (5) years for all NYTVIP applications. • Expanded Eligible Fleet Applicants to Charging-as-a-Service (CaaS) and E-Fleet companies, which those entities will be responsible for Reporting and Operating requirements as the Vehicle Purchasers • Extended scrappage timelines for Class 3-8 ZEVs and Non-Road Equipment. One year after new vehicle delivery for Class 3-8 ZEVs and 90 days (three months) for Non-Road Equipment
The following NYTVIP program documents have been revised to include new eligibility requirements and funding sources: • NYTVIP Vehicle/Equipment Operator Addendum • NYTVIP Vehicle/Equipment Purchaser Participation Agreement • NYTVIP Contractor Participation Agreement • NYTVIP Vehicle/Equipment Eligibility Application – now in Salesforce Portal • Added one document: Alternative Scrappage Plan for applications that cannot scrap at a traditional scrappage facility on the NYTVIP Vehicle Dismantler list.
Any vehicle fleet of a commercial, non-profit, or public sector entity (excluding federal governmental entities) that domiciles, registers, and operates class 3-8 vehicles in New York is eligible to participate.
Any vehicle dealership, Original Equipment Manufacturer (OEM), or upfit/retrofit manufacturer (URM) that sells new medium- or heavy-duty vehicles directly to a Vehicle Purchaser or end-user can participate as a dealer/contractor. In the case of repowers the dealer/contractor is the entity that sells the repower equipment to the fleet and performs the repower on the vehicle.
