Description:

REQUEST FOR BIDS

NOTICE IS HEREBY GIVEN that the Port of Oswego Authority will receive sealed bids for the Grain Handling Improvements (Bid Package #5 – Grain Control/Electrical Building and Electrical Infrastructure) project as noted in the Contract Documents, in accordance with the Contract Plans and Specifications attached hereto. Such sealed bids must be filed with the Port of Oswego Authority, 1 East Second Street, Oswego, New York, 13126 PRIOR TO 1:00 PM local time, April 23, 2021 at which time said bids will be publicly opened and read.  Faxed bids will not be accepted.

 

There will be a pre-bid meeting held on April 12, 2021 at 10:00 AM. Said meeting will be held at the work site location.  All attending shall meet at Port of Oswego Authority, 1 East Second Street, Oswego, New York 13126. Each invitee interested in bidding should make a site visit. Due to the ongoing pandemic, a maximum of two representatives from each bidder may attend the pre-bid meeting. Any person attending the pre-bid meeting must notify Joseph D. Nadzan (jnadzan@cscos.com) of their planned attendance by April 9, 2021.

 

Digital PDF copies of the Contract Documents may be obtained at no expense from C&S Engineers, Inc. starting on April 5, 2021.  To initiate the process, please contact Joseph D. Nadzan at jnadzan@cscos.com and formally request the documents. The Organizations name, contacts name, address, telephone number, and email address will be recorded on the plan holders list. Once the required information is recorded, the contact will receive an email with the attached documents or a download link dependent upon file size. The Bidder will be responsible for any and all printing of plans and specifications as deemed necessary in order to prepare their Bid. All Contractors submitting a bid must have submitted a formal request and be in the plan holders list.

 

NOTE: The Port of Oswego Authority shall not be held responsible for the completeness or accuracy of any bid documents received by a Contractor that were not directly issued to that Contractor by C&S Engineers, Inc.

 

Any Contractor submitting a bid based on incomplete or inaccurate information resulting from documentation received from any third party, shall not have cause for relief from award or completion of a contract in accordance with the official documents on file with the Architect/Engineer.

 

The Contract is to provide all the necessary services, material, equipment, labor and superintendence necessary to perform the construction work in accordance with the standards of the New York State Department of Transporation and the Port of Oswego Authority.

 

The project includes but is not limited to:

  1. Bid Package #5 – Grain Control/Electrical Building and Electrical Infrastructure: Work generally includes the construction of the Grain Control/Electrical building structure, foundations, finishes, utilities and other Work indicated in the Contract Documents. Work also includes the improvements and modifications to the Port electrical infrastructure, power systems, lighting systems, grain and other Work indicated in the Contract Documents.

 

The prospective Contractors attention is called to the fact that the New York State Department of Transportation, Office of Engineering, STANDARD SPECIFICATIONS, CONSTRUCTION AND MATERIALS, current version, as amended, shall be considered an integral part of the Bidding Documents and Specifications. These specifications and their addenda may be purchased, non-refundable, at any Regional Office of the New York State Department of Transportation (NYSDOT). They are also available at the following website: http://www.dot.state.ny.us/.

 

The Contractor must insure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

 

Prevailing wage rates will be required in this contractWage rates shall be based on the higher of either the New York State Department of Labor Wage Rate Schedule.

 

No bid shall be considered unless it is accompanied by a Bid Bond, safeguarding the Port of Oswego Authority, executed by an acceptable surety, in amount equal to five percent (5%) of the total of bid.

 

The successful bidder will be required to furnish separate Performance Bond, Labor and Materials Payment Bond, and Maintenance Bond to the Port of Oswego Authority (POA) in the full amount of the award for each bond, to be executed by a duly incorporated surety company, for the faithful performance of the Contract. The Contractor shall also furnish Railroad Protective Public Liability Insurance as well as other insurances required by the contract documents.  Such costs shall be borne by the contractor as an overhead cost to the amount in the submission of the bid.

 

Bids may be held by the POA for a period not to exceed forty-five (45) calendar days from the date of the opening of bids for the purpose of reviewing the bids, and investigating the qualifications of bidders (prospective Contractors), prior to awarding of the Contract. No bids will be withdrawn during this period without the consent of the POA.

 

The Port of Oswego Authority hereby notifies all bidders that it will affirmatively insure that with regard to any Contract entered into pursuant to this Request For Bids, Minority and Women-owned Business Enterprises will be afforded full opportunity to submit bids in response to this invitation. They will not be discriminated against on the grounds of race, religion, color, sex, or national origin in consideration of an award.

 

The Owner reserves the right to award certain items only and the Contractor will have no claim against the Owner if all items are not approved and awarded.
