Hosting and Support Services for Content Manager SoftwareDescription: The New York State Education Department (NYSED) Office of the Professions, Division of Professional Licensing Services, is seeking proposals for an authorized reseller or manufacturer to provide the licenses, hosting, maintenance, and support services for the Content Manager (CM) software. The following is a brief description of the support and hosting services being sought: Content Manager (CM) is used to electronically store and process documents received in NYSED’s Office of the Professions. The product processes and records correspondence received in the NYSED’s Commissioner’s Office and tracks the process to ensure a timely response to the public. This involves the processing, storing, and tracking of the receipts and responses of FOIL requests. Content Manager software is utilized as a document management tool. The Office of the Professions uses the software to store applications, registrations, and disciplinary documentation for professional licensure. The Office of the Professions also uses the software to review and process documents by way of workflow in conjunction with the professional application and registration renewal processes. The Office of the Professions is seeking to migrate our version of Content Manager from our in-house install to a SaaS (Software as a Service) environment complete with the management of the software including applying patches and upgrading to latest version. This will also include training for in-house administrators as the versions change. The contractor would be responsible for the migration and hosting the platform to ensure consistent usage and will be responsible for any repairs or issues. Subcontracting will be limited to thirty percent (30%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel. NYSED will award one contract pursuant to this RFP. The contract resulting from this RFP will be for a term anticipated to begin December 1, 2025 and to end November 30, 2030. Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below. A Questions and Answers Summary will be posted to the Contract Reporter no later than May 20, 2025.
