On-Line Reverse Auction Services (STATEWIDE)Description: This Request for Proposals (the “RFP” or the “Solicitation”) is issued by OGS Procurement Services for Online Reverse Auction services as specified herein for all Authorized Users eligible to purchase under the Centralized Contracts resulting from this Solicitation. This RFP outlines the terms and conditions and all applicable information required for submitting a Bid. Bidders should pay strict attention to the Bid submission date and time to prevent disqualification. Bidders are strongly encouraged to read the language of this RFP thoroughly and to precisely follow the instructions included in the RFP and all attachments. Multiple awards will be made to all qualified, responsive and responsible vendors who meet the minimum qualifications outlined in the bid and whose pricing indicates that the services offered will be provided at a reasonable price as determined by OGS. OGS seeks Bids from qualified vendors with experience planning, implementing, conducting, and supporting Online Reverse Auctions as outlined in this RFP. It is anticipated that the awarded Bidders will have expertise in Supplier sourcing, government procurement, and will be able to provide all the necessary services related to this procurement option. The intent is to award all qualified Bidders that meet the minimum qualifications for a Centralized Contract for use by Authorized Users. This RFP is only for Online Reverse Auction services to collect pricing for Authorized Users to utilize during the procurement process, as provided for in Section 163 of the State Finance Law (“SFL”). It is not intended to be a complete procurement solution. This RFP does not include the capacity to do "self-service" Reverse Auctions in which Authorized Users perform the Online Reverse Auction using software and/or internet hardware capabilities supplied by the Online Reverse Auction contractor. It will not be used for Suppliers to submit pre-qualification information prior to participation in an Authorized User’s Auction Event. The review and selection of Suppliers to be included in an Online Reverse Auction will be conducted by an Authorized User as part of an independent solicitation and procurement solution to obtain products and/or services. Requests for Online Reverse Auction services by Authorized Users will be requested through a Request for Quote (“RFQ”) process utilizing Attachment 11 – RFQ Template. The RFQ will request cost information but may disqualify any Bidder that does not meet additional technical specifications required by an Authorized User as outlined in Section 3.5 – Optional Specifications for Request for Quotation Process. Pursuant to State Finance Law § 163(10)(c), at the time of purchase, Authorized Users must base their selection among multiple Contracts upon which is the most practical and economic alternative that is in the best interest of the State. The Authorized Users are responsible for documenting the determination of need for the optional specifications, including an analysis of the alternative options without the requirement of the optional specifications. The Contractor selected from the RFQ process will consult with the Authorized User regarding the services required and to potentially identify additional Suppliers. This RFP outlines the terms and conditions, as well as the requirements a Bidder must comply with, to be considered for contract award. See Section 2 – Bidder Qualifications for more information.
