Village Fire Department Generator and Floor Improvements
Village of Whitesboro Fire Station Improvement Project
The Village of Whitesboro is interested in purchasing a generator and completing floor improvements at the Village Fire Station located at 171 Oriskany Blvd., Whitesboro NY. The Village was awarded funding through the NYS DHSES Volunteer infrastructure and Response Equipment Grant Program to purchase a generator and make repairs to the floor at the Fire Station. Contractors may respond to one or both of the flooring and generator portions of the project.
Request for Proposals
The Village is seeking Proposals from qualified firms to purchase a generator and make improvements to the floor at the Fire Station 171 Oriskany Blvd. The following is required for each project:
Generator Scope of Work:
This job scope outlines the installation of a new station Generac Model RG06045X 60kW generator, connected to a 400-amp service natural gas supply. The scope includes all necessary work to ensure safe and proper installation, testing, and commissioning of the new generator.
Site Preparation & Concrete Pad:
- Prepare the installation site, including clearing and leveling the area to be coordinated with the Fire Chief and Mayor.
- Design and construct a concrete pad specifically for the generator, meeting manufacturer and local code requirements.
- Install collision safety devices in the case of a vehicle striking the generator, such safety devices will be placed at least on 4 sides of the concrete pad.
Generator Installation:
- Unpack and inspect the generator for damage.
- Install the generator on the constructed concrete pad.
- Ensure proper leveling and anchoring of the generator.
Natural Gas Connection:
- Install a new natural gas line underground from the existing gas meter to the generator location (if not already completed).
- Connect the gas line to the generator, ensuring compliance with local codes and regulations.
- Perform a gas leak test to ensure system integrity.
Electrical Connection:
- Install a new 400-amp transfer switch, compatible with the existing electrical service.
- Determine wire size based on the National Electric Code (NEC) and manufacturer requirements.
- Determine conduct size based on the National Electric Code (NEC) and local code requirements.
- Connect the generator to the transfer switch, ensuring proper wiring and bonding.
- Ensure the electrical connections meet the local electrical codes and regulations.
Wiring and Controls:
- Install all necessary wiring, controls and sensors for generator operation.
- Connect the generator to the building’s automatic transfer switch (ATS) or manual transfer switch (MTS) as applicable.
Testing and Commissioning:
- Perform a series of tests to ensure the generator operates correctly, including No-load tests.
- Load bank tests (if applicable).
- Transfer switch operations tests.
- Verify proper operation of safety features, such as low oil pressure shutdown and high coolant temperature shutdown.
Documentation and Training:
- Provide operation and maintenance manuals to the customer.
- Conduct training for customer personnel on generator operations, maintenance and trouble shooting.
Cleanup and Disposal:
- Remove all packaging materials and dispose of them properly.
- Clean up the work area, ensuring it is safe and free of debris.
Specific Requirements for Model RG06045X:
- Ensure the installation meets all requirements outlined in the manufacture’s documentation, including the installation manual and technical specifications.
- Verify the generator’s specific electrical and gas connection requirements are met.
Electrical Specifications:
- Wire Size: 2/0 AWG copper.
- Conduit size: 2-inch schedule 40 PVC
Quality Control:
- The installation will be performed in accordance with Generac’s installation manual, National Electric Code (NEC), and local codes and regulations.
- A qualified technician will perform the installation and testing.
Warranty and Liability:
- The installation work will be warranted for a period of 3 years form completion.
- The contractor will be liable for any defects or issues resulting from the installation work.
Completion Timeline:
- The installation is expected to be completed within 5-7 business days, depending on the complexity of the job and availability of materials.
Flooring Scope of Work:
Site Preparation and Storage of Equipment:
- The existing topcoat for the floor will be removed to the base concrete floor.
- Any damage to the floor will be repaired by the contractor.
- One-quarter saw cuts will be required around drains, cleanouts and transitions.
- Cracks, divots, spalls and joints filled with 100% solids epoxy motor, ground smooth after curing.
- Floors will be swept and vacuumed clean on a daily basis.
- The contractor will be responsible for providing any additional electrical supply other than what is capable from the fire station at no cost to the Village or Fire Department.
- It will be the responsibility of the contractor to provide any additional storage for equipment and or supplies. If such storage space is needed, the container may not impede any vehicle traffic in and around the fire station. The location will be determined after consultation with the contractor and Fire Chief.
- All materials and equipment shall be stored within the storage container provided by the contractor. Any hazardous materials will be secured outside the fire station.
- All waste will be secured in a dumpster or other suitable waste container provided by the contractor.
- All quotes should include a detailed breakdown of costs for materials, equipment, and installation required to repoint the bricks. The contractor will remove all debris from 171 Oriskany Blvd.
Flooring Installation:
- Any low spot on the floor shall be leveled using epoxy, the same will hold true for any cracks.
- The color of the floor shall be 2 colors, which will be determined by the Chief and the Village.
- Four-inch white reflective lines shall be painted for vehicle guidance using PPG Amerlock 2.
- The base coat should be strong and durable, preferably using Sherwin Williams Resuprime MVB Primer or equivalent.
- The top coat should be strong and durable, preferably using Sherwin Williams Resutile HTS Clear top coat or equivalent.
- 1 coat of grout coat will be applied preferably using Sherwin Williams Resuflor 3746 clearly expoy coating or equivalent.
- A flake coat will be applied, the color will be determined by the Chief and the Village, preferably using Sherwin Williams Resuflor 3746 epoxy coating and broadcast 1/16” vinyl chip flakes into the wet epoxy. Once dried the excess vinyl chips will be removed.
- Installation of moisture mitigation primer to seal concrete and prevent moisture related issues
- Embed vinyl logo and grout using clear polyaspartic resin.
Quality Control:
- The contractor will ensure the inside of the fire station is clean and free from all dust and debris created by the grinding and blasting of the concrete floor.
- The contractor will provide all equipment, labor and materials to do the removal and resurfacing the apparatus floor.
Completion Timeline:
- The contractor will ensure the work is completed within 1 week from the time work has started.
Warranty and Liability:
- The installation work will be warranted for a period of 3 years form completion.
- The contractor will be liable for any defects or issues resulting from the installation work.
This project is funded by grant monies from the New York State Division of Homeland Security and Emergency Services (DHSES). As part of this grant funding, the project will be subject to the requirements of New York State Executive Law Article 15-A to promote opportunities for the participation of certified minority- or women-owned business enterprises (MWBE). The MWBE goals established for this project are 15% of the contract for MBE and 15% of the contract for WBE. Minority- and Women-Owned Business Enterprises are encouraged to submit proposals.
