RFP 1170 NYS Pyramid Model Implementation AMENDED 4/8/2025
Description:

Please use these documents when submitting your proposals. The Deadline for Submission of Proposals has also been extended. The New York State (NYS) Office of Children and Family Services (OCFS), on behalf of the Council on Children and Families (CCF), announces the release of this Request for Proposals (RFP) for one (1) vendor to manage the statewide implementation and expansion of the Pyramid Model for a term of up to five (5) years.
The Pyramid Model is a framework of evidence-based practices for promoting young children’s healthy social and emotional development. The implementation of the Pyramid Model is led by a State Leadership Team (SLT) composed of leaders representing NYS agencies and other key statewide organizations supporting young children and families. The Pyramid Model is being implemented in early childhood and education (ECE) agencies for the following modalities: child care, prekindergarten in schools and community-based organizations, 4410 special education agencies, Head Start sites, and in other settings across the state.
Statewide Implementation Tasks and Deliverables:
- Supervise the Pyramid Model Regional Coordinators, including supervision and management of any staff and subcontractors.
- Maintain and create all Pyramid Model Modules content to reflect new research and strategies and develop new content. Contractor will start with development of the Deeper Dive series and Prevent Teach Reinforce in alignment with the State Leadership Team, in addition to developing new offerings from Pyramid Model Consortium and National Center for Pyramid Model Innovations.
- Maintain the NYS Pyramid Model social media sites and manage the statewide virtual training calendar (logistics, marketing, data entry, and communications).
- Plan, manage, and facilitate the NYS Annual one day in-person Pyramid Model Statewide Summit and the Monthly State Leadership Team meetings. The Monthly State Leadership Team meeting may be held virtually or in-person, but at a minimum must be held in-person once a contract year.
- Attend and/or present, in-person or virtually, as required by the audience, to national and state partners, community organizations, and at other events/ conferences to promote collaboration and the NYS Pyramid Model.
- Provide in-person and virtual Pyramid Model Module trainings, Roadmap Implementation series trainings, classroom coaching, Positive Solutions for Families and the Prevent-Teach-Reinforce for Young Children (PTR-YC) module in each region at least annually and as needed.
- Support each Leadership Team (LT) with (a) data collection of Pyramid Model Implementation data collected at the child, classroom/FCC, program/school and community level; (b) analysis of such data to plan and improve the effectiveness as well as to identify gaps; (c) policy alignment; and (d) creation of action plans to implement the Program-Wide Benchmarks of Quality.
- Manage and provide technical support during traditional work hours (Monday through Friday from 9am to 5 pm EST) to the Pyramid Development Network (PDN), which currently consists of approximately 100 people in total. This includes transitioning into the Contractor’s network, within 30 days of contract approval, the current PDN to seamlessly provide the required Implementation coaching, observations, and trainings.
- Diversify and expand PDN to meet the growing needs across New York State by expanding the number of implementing agencies each year. This includes:
- Increasing the PDN by at least 10 percent, in total, over the first three (3) years of the contract.
- Managing the application and selections process for new PDN trainers and coaches.
- Providing orientation and technical support, including supervision, coaching, weekly check-ins, and training, for PDNs.
- Delivering the Positive Solutions for Families’ workshops for special populations including community schools, youth parents who are incarcerated and involved with the child welfare system and other parent groups.
- Provide support to agencies during the pre-implementing and implementing phases for specific Pyramid Model elements of implementation.
- Provide classroom coaching, leadership team coaching, and formal observations using the Teaching Pyramid Observation Tool (TPOT) and Teaching Pyramid Infant-Toddler Observation Scale (TPITOS).
- Provide $50,000 in children’s books, activity cards, implementation kits, and other support materials identified by the Implementation Coach for the exploring and implementing agencies and set forth in the agency’s Action Plan. This may include translating Pyramid Model Modules and printing materials in other languages as required to meet the needs of the target population(s).
- Obtain and maintain ongoing Technical Assistance from the PMC. Currently, the annual cost for Technical Assistance from PMC is $4,500, which provides the SLT with ongoing access to PMC supports, research, and updates to the Pyramid Model.
