Transportation Services of Special Education Preschool Children

PURPOSE OF REQUEST

The intent of these specifications is to provide information to responsible bidders for the purpose of obtaining bids for transporting children determined eligible for Preschool Special Education who reside in Tompkins County pursuant to section 4410 of the Education Law and Part 200.

PROGRAM OBJECTIVES

The successful proposer will provide transportation services to Preschool Special Education children to and from educational/rehabilitation programs in Tompkins County or within the 50-mile radius of the contiguous area. The proposer shall be responsible for providing all personnel, equipment and support, not otherwise provided for in this specification, necessary to administer and operate awarded services.

For the purpose of these specifications and subsequent contract interpretations, it should be understood that the transportation of these children is a specialized function. It is the purpose and intent of these specifications that the children be transported to and from the program agencies regularly, promptly, safely, and without interruption or incident, and that the interest of the children in such transportation shall take precedence over the interest of the proposer and its drivers. The proposer is solely responsible for the safety of the children during transportation to and from the educational/rehabilitation programs.

Administration of this service shall include responsibility for transport as indicated above, as well as arranging of schedules. Administration shall also include coordination with all of those entities listed in Appendix A for transportation of all Preschool Special Education children, including arrangement for transport of children new to the program.

All information provided to the Respondent with regard to children and families served is to be held in confidence per all applicable federal and state laws and regulations concerning confidential information (“Confidentiality Laws”). Any violation of Confidentiality Laws may result in revocation of the contract and/or civil penalties.
