2026-2031 Campus Potable Water Treatment in Dutchess CountyDescription: OPWDD's Contract Management unit for Taconic DDSOO is soliciting bids from responsible and qualified contractors to perform Potable Water Treatment Services for Taconic Campus in Dutchess County. The scope of work includes, but is not limited to, providing full maintenance and monitoring of the Wassaic Campus water treatment plant including, but not limited to, the furnishing of all chemicals, supplies, equipment, materials, tools, instruments, and labor necessary or advisable for the operation of the facility. The Contractor will manage process control for effective operation and maintenance for Campus Potable Water Treatment by developing and implementing an operation and record system. The Contractor will provide monitoring, testing, and servicing which will include supplying chemicals, and adjusting the system as required for operation within regulations seven (7) days a week (including New York State legal holidays), twenty-four (24) hours per day. OPWDD will provide the Contractor with immediate access to the equipment to perform all necessary service. The basic operational services will be performed by a Certified Water Plant Operator who must possess a Grade C Certificate and any other certification/licenses required under the supervision of a State Licensed Professional Engineer in accordance with state and county requirements for providing daily testing, daily monitoring, routine operation, and maintenance procedures. A combination of two operators, each possessing one certificate, or one operator possessing both certificates is acceptable. Contractor will provide emergency on-call service as necessary for the operation of the plant. Contractor will create and file reports as required by regulating agencies (see section G. Reports below). Maintenance will be comprised of both preventive and minor repair for the plant. The Contractor will submit a schedule for preventive maintenance to the PS or designee for approval upon contract award. PREVAILING WAGES: Prevailing Wages apply to this contract. The PRC number for this contract is PRC # 2025003878. A copy of Contractors certified payroll is required to be submitted with invoices prior to payment for services rendered. Contractor and its subcontractors must be registered with the New York State Department of Labor (NYSDOL) and submit their Certificate of Contractor Registration at the time of the bid submission for any Article 8 project. All potential Bidders MUST attend the scheduled Mandatory Site Visit if they wish to submit a bid. See below for specific instructions for the Mandatory Site Visit. The Mandatory Site Visit for Campus Potable Water Treatment Services for the Taconic DDSOO Campus in Dutchess County will be conducted on June 12, 2025 at 11:00am, at 26 Center Circle, Building 58, Service Building, Wassaic, New York, 12592-2637. Bidders are required to sign the attendance sheet provided at the site. For questions about the location of the Site Visit only, potential Bidders may contact Plant Superintendent, Kyle Clark, by calling 845-898-0433. It is strongly recommended that Bidders interested in attending the Site Visit confirm their intention to attend by emailing the Contract Management Unit at ny.nyc.li.contracthub@opwdd.ny.gov. OPWDD will make no allowance or concession to the Bidder for any alleged misunderstanding or deception because of quality, character, location, or other conditions. It is the responsibility of the bidder to know the site(s) requirements based upon the service being requested. OPWDD may request bidders to submit work references that will verify that the bidder or its principals have at least three (3) years of relevant experience to complete the work as listed in Qualifications and Scope of Work. Upon request, bidders will have 3 business days to submit such references. No subcontracting of services is allowed with this IFB without written permission of OPWDD. OPWDD will select the responsible and responsive bidder that will provide the lowest Total Annual Cost.
