Systems Strategy AdvisorDescription: Description of goods to services to be bid: The New York State Energy Research and Development Authority (NYSERDA) is seeking to procure a Systems Strategy Advisor to identify and assess solution options for replacing its existing integrated financial, procurement, and contract document management system in a manner that meets evolving business needs. The advisor must gain a functional understanding of existing internal regulatory, financial, procurement, and contract document management processes, as well as current and future state use cases, and apply it to industry standards and best practices to inform and propose solution options. If changes are made to this solicitation notification will be posted on NYSERDA’s website at : www.nyserda.ny.gov/funding-opportunities Eligibility/Qualifications Requirements/Preferences: Proposers may be a single company or team of companies but must, in their response, clearly identify the key employees, subcontractors, or relevant affiliates of all entities who are proposed to fulfill the requirements of this RFP. If a proposer includes a partnering arrangement with third parties in their proposal, the proposer will retain sole accountability for successful management and completion of the work under a resulting contract. In order to be considered for award under this RFP, proposers must demonstrate, at a minimum, the following qualifications and expertise: • A minimum of 5 years in business providing services related to the scope of this RFP. • Demonstrated successful project delivery in the areas of: o System Evaluation, Procurement, and Implementation: Identifying a suite of system options matched to client’s needs, conducting preliminary evaluation and summarizing system features for client consideration. Managing the procurement process for enterprise systems including needs assessment, analysis, solicitation, and operationalizing its use. o Business Analysis: Guiding decision-making and organizational change using industry best practices in business analysis including needs assessment, planning, analysis, and evaluation techniques. o System Landscape Assessment: Conducting a comprehensive audit of an organization’s existing technology infrastructure and gap analysis between current and desired future state. o IT Plan Development: Transitioning a system landscape assessment into an actionable roadmap to realize organizational goals and objectives. o Technical Knowledge: Understanding/applying information Security best practices (knowledge and experience), including NYS Information Security Requirements. Understanding/applying best practices for governmental accounting, budgeting, transaction processing, and financial reporting processes when evaluating systems for financial management functions. • Preference will be given to proposers who demonstrate expertise in the following areas: o Certified team members in business analysis and project management. o Evaluating User Interfaces (UI) and User Experience (UX) against best practices for usability and consistency. o Subject matter expertise in procurement, contract management, financial management, and accounting.
