The following changes have been made:

Program Funding has been revised as follows:
• Additional monies ($3,500,000) have been added to replace eligible diesel-powered school buses with new, all-electric Class 4-8 school buses.

The Implementation Manual has been revised as follows:
• In Section 1.2 Voucher Funding Sources and Amounts, Table 1 has been updated.

 

December 29, 2020:  Summary of Revisions:
The following changes have been made to The New York Truck-Voucher Incentive Program (NYT-VIP).


Program Funding has been revised as follows:
• Additional monies ($2,500,000) have been added to replace eligible diesel-powered school buses with new, all-electric (and if applicable, associated charging infrastructure), propane, or CNG Class 4-8 school buses.
• Additional monies ($16,363,636) have been added to support electric class 4-8 transit bus purchases for any of the following transit operators:
o Capital District Transportation Authority
o Niagara Frontier Transportation Authority
o Rochester-Genesee Regional Transit Authority
o Suffolk County Transportation
o Westchester County Bee-Line Bus System
Added three new Program Documents:
• NYTVIP Vehicle Operator Addendum
• NYTVIP Vehicle Dismantler Participation Agreement
• NYSERDA Approved Vehicle Dismantler List
The following Program Documents have been revised:
• Eligible Vehicle List
• Vehicle Eligibility Application
The Implementation Manual has been revised as follows:
• Updated the Definitions section to include the terms: Disadvantaged Communities, Telematics, Vehicle Dismantler.
• In Section 1.2 Voucher Funding Sources and Amounts, the funding tables have been updated.
• Section 1.2.1 Truck Funding, language updated to clarify that trucks eligible for the NYC Clean Trucks Program (https://www.nycctp.com/) must use funding from that program if it is available before accessing NYTVIP funds.


Implementation Manual revisions continued:
• In Section 2.1 Vehicle Eligibility and Requirements, added clarification regarding model year requirements for the vehicle and the engine have been added.
• In Section 2.3 Fleet Eligibility and Requirements, added requirement to submit the fleet certification document with the voucher application.
• In Section 2.3 Fleet Eligibility and Requirements, added notification that participation in the Program authorizes NYSERDA to share vehicle model and the address where the vehicle will be domiciled with the electric distribution utility serving that location, for the purpose of informing the utilities’ system planning efforts.
• In Section 2.3.1, updated requirements referencing leasing agreements to include the Vehicle Operator Addendum.
• In Section 2.3.3, updated requirements referencing the NYS DEC Potential Environmental Justice Areas (PEJA) with language referencing Disadvantaged Communities.
• In Section 2.3.4, updated requirements referencing the NYS DEC Potential Environmental Justice Areas (PEJA) with language referencing Disadvantaged Communities.
• In Section 2.3.4, Special Terms for Electric School Buses Using Volkswagen Trust Funds, updated vehicle eligibility to include electric school buses.
• In Section 3.1, Voucher Application Process, the Fleet Certification and Vehicle Operator Addendum have been added to the list of required documents.
• In Section 3.2.2, Scrappage Requirements, added requirements for side photo of scrapped vehicle.
• In Section 3.3.1, Voucher Redemption Process Steps, added the Vehicle Operator Addendum to the list of required documents.
• Appendix A, the Funding Source Rules have been updated to specify the Buy America provisions.
• Minor changes have been made throughout for readability and clarification.
The Voucher Terms and Conditions: Vehicle Purchasers and Vehicle Operators document has been renamed the NYTVIP Purchaser Participation Agreement and revised as follows:
• Removed the obligation that the Operator sign, in a lease situation.
• Obligated the Purchaser to include the program requirements in any lease, and clarified that responsibility for meeting the terms rests with the Purchaser.
Clarified the grounds for termination from the program within the following Participation Agreements:
• NYTVIP Contractor Participation Agreement
• NYTVIP Purchaser Participation Agreement
• NYTVIP Vehicle Dismantler Participation Agreement
The Voucher Application (NYSERDA Portal) has been revised as follows:
• Step 5, Terms and Conditions has been revised to clarify that by submitting an application, the Contractor is bound to the terms of the Contractor (Program) Participation Agreement as well as the Implementation Manual and Voucher Application terms and conditions.

 

The New York Truck Voucher Incentive Program (PON 4089) is a rebate program to reduce the cost of purchases of All-Electric and Alternative Fuel trucks and buses for public, private, and non-profit fleets throughout New York State. Rebates are provided directly by truck and bus dealers and are taken off the purchase or lease price of the vehicles. Truck and bus fleets do not have to apply, they simply make sure that their dealer includes the rebate amount in their purchase. Information about the program, including full program rules and current lists of eligible vehicles and participating dealers can be found at nyserda.ny.gov/Truck-Voucher-Program. 

Eligibility/Qualifications Requirements/Preferences:

Any vehicle fleet of a commercial, non-profit, or public sector entity (excluding federal governmental entities) that domiciles, registers, domiciles, and operates class 3-8 vehicles in New York is eligible to participate.

Any vehicle dealership, Original Equipment Manufacturer (OEM), or upfit/retrofit manufacturer (URM) that sells new medium- or heavy-duty vehicles directly to a Vehicle Purchaser or end-user can participate as a dealer/contractor. In the case of repowers the dealer/contractor is the entity that sells the repower equipment to the fleet and performs the repower on the vehicle.
