Learning Management System for Public LibrariesDescription: RFP 70 will be posted to: NYSED Competitive Service Contract Procurements The New York State Education Department (NYSED) New York State Library is seeking proposals for the hosting and operation of an online learning management system for continuing education training for public library staff. Eligible applicants are vendors with demonstrated experience in hosting and operating online continuing education training management systems for a large number of libraries and sites in a statewide environment. Vendors may propose to offer existing commercial-off-the-shelf (COTS) solutions that perform the functions defined below. See Appendix Q for additional terms related to existing COTS solutions. Subcontracting will be limited to thirty percent (30%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel. NYSED will award 1 contract pursuant to this RFP. The contract resulting from this RFP will be for a term anticipated to begin January 1, 2026 and to end December 31, 2030. Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Questions regarding the request must be submitted via online form no later than the close of business July 21, 2025. A Questions and Answers Summary will be posted with the RFP no later than August 4, 2025. Bidders are requested to submit their bids electronically via online form no later than August 18, 2025.
