180 Cluster D & Cluster D to C Renovation

Nassau Community College (“College” or “NCC”) is requesting bids from qualified Contractors for the 108 Cluster D and Cluster D to C Renovation Project. This project is subject to a Project Labor Agreement and the College will award one contract to the lowest responsive and responsible bidder.
The Work is defined by the Contract Documents and consists of the following:
'Cluster D' is a 1970 precast concrete framed building, clad with precast concrete and metal/glass panels. There is an academic component comprised of a 3-story building (approximately 46,192 S.F.) housing science classrooms and lab spaces, with a mechanical penthouse. The adjacent administration wing is of similar construction and is comprised of 2 floors (approximately 13,917 S.F.), accommodating office and ancillary spaces.
‘Cluster D to C” comprises the renovation of three classrooms/labs within Cluster C to accommodate the relocation of the Cluster D academic Strength of Materials Classroom and adjacent loading dock equipment and contents. The Cluster C building is a recent gut renovation comprised of a 1970 precast concrete framed building, clad with precast concrete and metal/glass panels.
1. The Work for the Cluster D Academic building will entail a complete gut renovation, and the addition of an entry vestibule and remedial work to the building entrances, inclusion of concrete paths and renovation of the entrance plaza. There will also be an expansion of the mechanical penthouse, which will be taken from adjacent roof area. Work shall include all site, hardscape, landscape, architectural, mechanical, electrical, plumbing, security, AV, IT, fire protection, furniture, finishes and equipment (FFE). Refer to the Contract documents for a complete description of the scope of work.
2. The Work for the Cluster D Administration wing will entail a partial renovation, including facade, infill wall and window panel replacement, architectural, mechanical, electrical, plumbing, security, AV, IT, fire protection, furniture, finishes and equipment (FFE). Refer to the Contract documents for a complete description of the scope of work.
3. The Work for the Cluster D to C renovation will entail a three-classroom partial renovation. Work shall include all site, hardscape, landscape, architectural, mechanical, electrical, plumbing, security, AV, IT, fire protection, furniture, finishes and equipment (FFE). Refer to the Contract documents for a complete description of the scope of work.
4. The work shall include exterior work to the extent delineated in the contract documents.

A draft copy of the PROJECT LABOR AGREEMENT, negotiated between Nassau Community College and the Construction Trades Council of Nassau and Suffolk Counties, is provided with this bid. The fully executed agreement will be made available in a future addendum and/or provided to the responsive and responsible bidder.
BID SUBMISSION:
Sealed Bids shall be received in the Office of Procurement at Nassau Community College: One Education Drive, Garden City, New York, Tower Building, 4th Floor by 2:00pm, on July 17, 2025, at which time the Bids will be publicly opened and read aloud in the CCB Multipurpose Room.
Bids must be signed in ink and received at the above address on or before the bid opening date and time. Bid envelope must reference the Name and Address of Bidder, Bid Number, Title, and Bid Opening Date and Time. Bids received after the bid submission due date and time shall be rejected without exception. The College reserves the right to reject any and all bids.
Security for Bid and List of Subcontractors as set forth herein must be presented with the Bid. FAILURE TO PROVIDE THE REQUIRED SECURITY WILL RENDER THE BIDDER NON-RESPONSIVE.
All bidders will be held to have accepted all terms and conditions of the bid and Contract Documents, to have examined the site and conditions that may affect the work and to have fully informed themselves of all requirements they will be held responsible to perform. No claim for relief of mistakes in the bid will be entertained after bid response.
PREBID MEETING:
The pre-bid meeting/walk-through for prospective bidders will be held on Monday, June 30, 2025 at 10:00 AM. Bidders shall meet in the CCB Building Multipurpose Room. The walk-through shall then proceed to view various locations of planned work and staging areas. All prospective bidders are strongly encouraged to attend this pre-bid meeting.
This Contract will be subject to Nassau County Local Law No. 9-2002, which requires that firms entering into contracts must participate in registered and approved apprenticeship training programs. At the time of bid submission, the Contractor and its proposed Subcontractors shall submit as part of its bid an affidavit of participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed under the Agreement. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the College may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder.
