Summary of Revisions: April 2025

The following changes have been made to the Charge Ready 2.0 Implementation Manual:
o Definitions
o Added definition for Participation Agreement, Payee, Port, Project Application and White-Labeled Model or Network.
o Section 1: Program Overview
o Extending the Program from December 31, 2025 to December 31, 2026.
o Removed Public Facilities as and eligible location.
o Increase incentive from $2,000 to $3,000 per port.
o Increased the DAC incentive from $500 to $1,000 per port.
o Section 2.4: Site Eligibility Rules
o Added additional site eligibility rules.
o Removed the ten (10) port minimum for locations with more than 100 parking spaces.
o Removed Public Facility for eligible site types.
o Added inpatient hospitals and factories to examples of Workplace Site.
o Added signage requirements.
o Clarified MUD locations must have ten (10) dwelling units in total on-site and each building must have at least five (5) dwelling units.
o Identified locations that are not eligible for Charge Ready NY 2.0.
o Section 3.2.: Bonus Incentives for Workplace and MUD Locations
o Updated small/large locations to small/large installations.
o Clarified that 36-month minimum leases are also eligible.
o Reduced required vehicle purchases from two (2) and four (4) vehicles to one (1) and two (2) vehicles.
o Section 5: Equipment Owner Program Requirements
o Changed quarterly report requirement to one resource.
o Required additional document of Department of Agriculture and Markets EVSE Notification Report.
o Added required signage indicating EV parking is reserved or prioritized for employees or tenants. Signage must be permanently installed and weather-proof to last the entire five-year reporting period.
o Added additional parameters for bollards, wheel stops, and customer service requirements.
o Section 6: Required Documents
o Clarified the Equipment Owner Agreement requires a wet signature. All other documents may be signed electronically.
o Clarified that site map must show existing chargers.
o Added Department of Agriculture and Markets EVSE Notification Report as a required document.
o Section 7: Bonus Incentive Application Process
o Updated small/large locations to small/large installations.
o Clarified that 36-month minimum leases are also eligible.
o Reduced required vehicle purchases from two (2) and four (4) vehicles to one (1) and two (2) vehicles.

June 3, 2024 Revision:

The following changes have been made to the Charge Ready 2.0 Implementation Manual:
1. Added Definition for Fleet Vehicle
2. Added extra provisions regarding seasonal locations, private parking lots, restaurants, retail, and car dealerships in Equipment Owner Eligibility (Section 3.2)
a. This change calls out the locations as ineligible. Car dealerships are eligible only for workplace charging.
3. Changed minimum number of ports in Section 3.4: Site Eligibility Rules
a. Each location must have a minimum of 20 parking sites to be eligible.
4. Clarified what is defined as a Public Facility Site, Workplace Site, and Multi-Unit Dwelling Site in Section 3.4
a. Added public oriented locations such as churches, places of worship, and non-profit entities that run community centers (YMCAs and Boys and Girls Clubs, etc.), as eligible public locations
5. Added incentive cap for Installers and Equipment Owners in Section 4: Incentive Amounts
a. Equipment Owners may not apply for more than $300,000 in Program incentives in a single calendar year.
b. Installers may not apply for more than $1 million each in Program incentives in a single calendar year.
6. Changed Large location designation for Workplace and MUDs in Section 4.2
a. Added language: Applicants must install a minimum of four (4) charging ports at each site. Large Workplace/MUD Sites that have more than 100 parking spaces must install a minimum of ten (10) charging ports.
7. Revised small and large location minimum ports in the Bonus Incentives, Section 4.3
a. Reduced amounts from 3 events to 2
8. Reduced Bonus program group purchases in Section 4.3
a. Reduced to 2 for small and 4 for large, previous amounts were 4 and 6
9. Added Application Process flow table in Section 5
10. Clarified Required Documents in Section 7
a. Added site map requirement
11. Added Figures 1 and 2 – Pre and post application flows to show the process

Charge Ready NY 2.0 (PON 5367) is an incentive program that provides $4,000 per charging port installed at a public facility within a DAC and $2,000 per charging port installed at a workplace or MUD location upon completion of the installation of charging equipment and the provision of appropriate documentation. An additional incentive of $500 per port may be awarded for eligible Level 2 charging equipment installed at a workplace or MUD location within a DAC. Equipment Owners at workplace or MUD locations may choose to participate in a bonus program to receive additional incentives. Full program rules and procedures, additional information about the program, and current lists of eligible EV charging equipment and network providers can be found at nyserda.ny.gov/Charge-Ready-NY.

Eligibility/Qualifications Requirements/Preferences:

Public and private (both for-profit and not-for-profit) entities that provide public charging within a DAC, workplace charging, or charging at a multi-unit dwelling (MUD) may participate in the Program. Full eligibility rules can be found in the program's Implementation Manual.
