Residential Energy Improvement Loan Origination Services

Description of goods to services to be bid:

The New York State Energy Research and Development Authority (“NYSERDA”) is seeking proposals from qualified companies to originate residential energy improvement loans (the “Originator”) to New York State residents under NYSERDA’s Green Jobs Green New York Program. The proposer may be a single entity qualified to perform all services described in this RFP, or a proposer may partner with other entities to leverage strengths and expertise as necessary to accomplish the required tasks,

Services requested include but may not be limited to: qualifying applicants pursuant to NYSERDA’s loan underwriting standards; determining applicant interest rate and eligibility for loan products; preparation and execution of consumer loan agreements in conformance with federal and state laws and regulations; making advance payments and loan disbursements to eligible Contactors for eligible loans; and providing communications and reports to applicants, contractors, and NYSERDA.

Eligibility/Qualifications Requirements/Preferences:

The proposer may be a single entity qualified to perform all services described in this RFP, or a proposer may partner with other entities to leverage strengths and expertise as necessary to accomplish the required tasks. Proposer or partner must have experience in consumer loan originations and/or third-party loan originations, loan underwriting, and customizing and maintaining internet portal(s) for on-line credit applications intake and assurance of compliance with all Federal and State on consumer lending laws. Provide an on-line Loan Origination System; requirements for the Loan Origination System are detailed in Attachment D to the RFP.
