NEW YORK STATE OFFICE OF PARKS, RECREATION AND HISTORIC PRESERVATION NOTICE TO BIDDERS Sealed bids for Restroom Replacements at Whetstone Gulf State Park, Town of Martinsburg, Lewis County, New York will be received by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), via email at MidState.Capital.Procurement@parks.ny.gov. Electronically submitted bids must only be attached in PDF format– hyperlinks will not be accepted. Note: There is a 20MB limit when submitting attachments via email. If email is not an option for the bidder an alternate address will be provided upon written request to a designated contact. Deadline for bid submission is 1:00 PM local time, July 23, 2025. Sealed bids will be publicly opened and read via WebEx only at 1:30 PM local time, July 23, 2025. The Contract D number should be clearly marked in the subject line of your email, along with the words “BID SUBMISSION”. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by a scanned Bid Security in the form of a certified check, bank check, or bid bond in the amount listed below for each trade. Note: The original hardcopy bid bonds for the two lowest bidders must be postmarked and sent via certified mail within 48 hours of receiving the bid summary from the Office. General Construction Contract D006398, $69,750.00 Sixty-Nine Thousand Seven Hundred Fifty Dollars and zero cents. Contract includes all work indicated in the drawings and specifications for General Contract #D006398 or “GC” including but not limited to all labor, materials and equipment necessary to: install and maintain erosion and sediment control facilities; remediate and demolish 2 existing restroom buildings, septic tanks and other structures; relocate, abandon and/or remove associated utilities; construct 3 new restroom buildings and related utilities and coordinate work with Other Trade Contracts as shown in the contract documents. Engineer’s Estimate Range: $1,185,711.00 to $1,604,196.00. Electrical Construction Contract D006399, $9,100.00 Nine Thousand One Hundred Dollars and zero cents. Contract includes all work indicated in the drawings and specifications for General Contract #D006399 or “EC” including but not limited to all labor, materials and equipment necessary to install: panels, wiring, switches, outlets, boxes, hand dryers, interior light fixtures, motion sensors, exterior LED lights and bases, and other electrical work for the new restroom buildings; provide temporary power via a temporary panel at the site for construction purposes for all trades; provide all electrical inspections and electrical certificates; and coordinate work with Other Trade Contracts as shown in the contract documents. Engineer’s Estimate Range: $154,524.00 to $209,061.00. Mechanical Construction Contract D006400, $1,200.00 One Thousand Two Hundred Dollars and zero cents. Contract includes all work indicated in the drawings and specifications for General Contract #D006400 or “MC” including but not limited to all labor, materials and equipment necessary to install: exhaust fans, ductwork, grills, louvers, interior dampers and appurtenances for the 3 new restroom buildings and coordinate work with Other Trade Contracts as shown in the contract documents. Engineer’s Estimate Range: $20,090.00 to $27,181.00. Plumbing Construction Contract D006401, $12,500.00 Twelve Thousand Five Hundred Dollars and zero cents. Contract includes all work indicated in the drawings and specifications for General Contract #D006401 or “PC” including but not limited to all labor, materials and equipment necessary to install: water service lines into - and out of - the new restroom buildings; drain and vent pipe; potable water piping, valves, meters and related appurtenance; water heaters and appurtenances, plumbing fixtures and connections, including but not limited to; faucets, showers, sinks, lavatories and toilets and related appurtenances; connections at outdoor wash sinks; and coordinate work with Other Trade Contracts as shown in the contract documents. Engineer’s Estimate Range: $211,673.00 to $286,380.00. MINORITY AND WOMEN-OWNED BUSINESS ENTERPRISE PARTICIPATION GOALS (MWBE) The following goals for MWBE participation on General Contract D006398 have been established at: Minority Owned Business Enterprise (MBE) 19% Women Owned Business Enterprise (WBE) 11% The following goals for MWBE participation on Electrical Contract D006399 have been established at: Minority Owned Business Enterprise (MBE) 2% Women Owned Business Enterprise (WBE) 10% The following goals for MWBE participation on Plumbing Contract D006401 have been established at: Minority Owned Business Enterprise (MBE) 6% Women Owned Business Enterprise (WBE) 4% SERVICE-DISABLED VETERAN OWNED BUSINESS (SDVOB) GOALS The following goals for SDVOB participation on General Contract D006398 have been established at: Service-Disabled Veteran Owned Business 4% PUBLIC BUILDING LAW § 8(6) Pursuant to Public Building Law § 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,677,139 or less (maximum amount has been adjusted for inflation effective January 1, 2025). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder. PROJECT COMPLETION The completion date for this project is 360 Days after agreement has been approved by the NYS Comptroller’s Office. PROJECT MILESTONES FOR CONTRACT 1. Anticipated Notice to Proceed: October 15, 2025. 2. Camping area Restrooms are required to be substantially complete, and ready for use by June 26, 2026. This schedule will require winter construction work. The contractors are responsible for all work required to facilitate this. 3. Substantial completion for all work should be done 60 days before the end of contract. 4. Project Must be Completed no later than: October 10, 2026. Project Specific Liquidated Damages (Refer to Article 14.10 of the General Conditions). Please see Article 14.10 in the General Conditions for the Schedule of Liquidated Damages per day. CONTRACTOR REGISTRY REQUIREMENT in December 2024 Newly established subsection 220-i to NYS Labor Law Article 8 requires contractors and subcontractors to register with the Bureau of Public Work and Prevailing Wage Enforcement for public work. Contractors must complete registration prior to bidding on public work projects covered under Article 8 of Labor Law. The effective date of the registration requirement was December 30, 2024. Bidders must prove they are registered at the time of bid opening by submitting a digital copy of their company’s registration certificate with their bid. Failure to provide the registration certificate at bid opening will result in automatic disqualification. The apparent low bidder will additionally be held responsible to provide copies of registration certificates for all subcontractors on their approved Utilization Plan before subcontractors commence work. All Requests For Information (RFIs) are due by: 1:00 PM on July 11, 2025. RFIs received after this due date and time will not be processed. There will not be a formal Pre-Bid meeting. Instead, there will be site access on Thursday, July 10, 2025, from 10:00 AM - 12:00 PM at Whetstone Gulf State Park, 6065 West Road, Lowville, NY 13367 for potential bidders to visit the site. Any information or clarification needed should be submitted in the form of an RFI per the instructions to bidders, for resolution of discrepancies and ambiguities no later than the RFI end date.
