RUNWAY 1-19 CRACK REPAIR, REJUVENATOR AND RESTRIPINGDescription: ADVERTISEMENT NOTICE TO BIDDERS FOR THE CONSTRUCTION OF RUNWAY 1-19 CRACK REPAIR, REJUVENATOR AND RESTRIPING AT THE LT. WARREN E. EATON AIRPORT (OIC) NORWICH, NEW YORK
Sealed proposals for the construction of the Runway 1-19 Crack Repair, Rejuvenator and Restriping project will be received by the County of Chenango, New York (the Owner) in the Committee Room at the Chenango County Office Building, 5 Court Street, Norwich, New York 13815 until Thursday, May 8, 2025, at 10:00 a.m. local time, and there, at said office, at said time, publicly opened and read aloud. The project generally includes repair of all pavement transverse, longitudinal and joint cracks on runway 1-19 and application of pavement rejuvenator and runway pavement markings. The Contract Documents (consisting of the Advertisement, the Proposal, the Contract Form, and the Specifications) and the Contract Drawings may be obtained by only downloading from a OneDrive SharePoint site. Access may be obtained by contracting Shelby Davis of C&S Engineers, Inc., at sdavis@cscos.com, where the Contractor’s firm, contact name, address, telephone number and email address will be recorded on the plan holder’s list. Submitted proposals that were not recorded on the plan holder’s list shall be considered non-responsive. Each proposal must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum proposal price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Preparation of Proposal. This Contract does not allow for price escalation in unit bid items. The Contractor shall take this into consideration when preparing unit prices for bidding. After award, the low bidder shall be prepared to hold bid prices for anticipated start of construction expected as late as June 2026, weather dependent. The execution of the construction Contract is dependent upon the receipt of an FAA grant offer and is expected no earlier than September 2025. Any questions regarding the bidding of this project shall be directed, in writing only, to Shelby Davis of C&S Engineers, Inc., at sdavis@cscos.com. The deadline for submitting questions is April 29, 2025 at 5:00 p.m. A non-mandatory pre-bid conference has been scheduled in order to review the specific requirements of this contract. All prospective bidders are encouraged to attend. The pre-bid conference is scheduled for Thursday, April 24, 2025, at 10:00 a.m. at the Lt. Warren E. Eaton Airport, 6390 NYS Route 12, Norwich, New York, 13815. The meeting will be held in the Airport Administration Building, and a short site visit will follow the pre-bid conference. The Owner reserves the right to waive any informality in the proposal, and to reject any and all proposals.
