1.1 Notice to Proposers

Pursuant to the policies and procedures of the Development Authority of the North Country (“Authority”), the Authority is seeking Proposals for: Insurance and Bonding for each of the following insurance requirements:

• Commercial Inland Marine – Equipment Floater, IT, and Fiber Optic Equipment at various locations
• Commercial General Liability, Pollution Liability, and Professional Liability
• Commercial Auto
• Commercial Excess – Underlying Auto, Employers Liability, General Liability, Pollution, Professional, Site Specific Pollution
• Government Crime Policy – Employee Theft
• Cyber Liability
• Professional Liability – Telecommunications Professional Services
• Public Officials Liability
• Tank Liability
• Owners and Contractors Protective Liability (OCP)
• Bonds (4)

1.2 Important Dates:

July 9 2025 at 9:00am:   Optional Pre-Proposal Tours

An optional pre-proposal tour has been scheduled at the Development Authority of the North Country Materials Management Facility located at 23400 NYS Route 177, Rodman, NY 13682.  Proposers will be provided an opportunity to ask questions and participate in a tour of the landfill.  Following a tour of the Materials Management Facility, Proposers will be provided a tour of the Warneck Pump Station located at 23557 NYS Route 37, Watertown, NY 13601.  In order to coordinate the tours, we will need each agency to respond with the names of those wishing to attend the tour(s) by Thursday, July 3, 2025.  Please submit the names via email to procurement@danc.org.

July 21, 2025 at 2:00pm:   Broker of Record

To be named a Broker of Record pursuant to this RFP, Proposers shall complete the list of preferred insurance companies using the document provided in Exhibit Q.  The document must be received on or before 2:00pm on July 21, 2025.  The completed document should be emailed to procurement@danc.org.  See further instructions under section 2.0.

July 31, 2025 at 2:00pm :   Proposer Advisement

Proposers will be advised about which companies have been assigned, and to which agency. There will be no further assignments after July 31, 2025 at 2:00pm.  Proposers who do not submit such a list may only solicit unassigned companies. Assignments will be provided to all prospective proposers who have downloaded the proposal package for this project from the Authority’s website.  An email notification will be sent that informs proposers that new information has been posted to the Authority’s website and is available for review and download.

Additional information will be posted once brokers have been assigned.

September 9, 2025 by 2:00pm:  Question Period Closes

No questions will be accepted after this date. Answers to questions will be provided as soon as possible, but no later than 3 days prior to the proposal due date. Answers will be provided to all prospective proposers who have downloaded the proposal package for this project from the Authority’s website. An email notification will be sent that informs proposers that new information has been posted to the Authority’s website and is available for review and download.

September 18, 2025 at 2:00pm:   Electronic Submission of Proposals Due

Complete proposals must be submitted in electronic form, signed by an authorized officer of the Proposer and uploaded to ShareBase using the following link: https://app.sharebase.com/#/folder/43436/share/506-FOGsCEgvsXspryR16nOj3hV90Qs. Proposals received after September 18, 2025 at 2:00pm will not be accepted.

This link is secure and proposals submitted to this link will not be visable to any other proposer.  

Primary Point of Contact:  Pursuant to the Procurement Lobbying Law, the Authority has designated one person who may be contacted by Proposers regarding this procurement and shall require disclosure from Proposers of persons or organizations designated, retained or employed to attempt to influence the procurement process using the “Certification Pursuant Procurement Lobbying Law” form. Submission of a Proposal constitutes an acknowledgement that the Proposer has thoroughly examined and is familiar with the requirements under this RFP including appendices, forms, and attachments, that it is capable of performing the work to achieve the objectives of the Authority, and that it will accept these terms and conditions unless exceptions are specified in the Proposer's submission.  The cover letter submitted with the Proposal must state whether any exceptions are taken to the terms and conditions, and reference the section of the Proposal where such exceptions are detailed.

No contact with any Authority personnel or Authority consultants other than the above-named designated Authority contact person is allowed until such time as a Notice of Award is issued by the Authority. Violation of this provision may be grounds for immediate disqualification.

If a Proposer believes there is any ambiguity or error in this RFP, the Proposer should immediately notify the Authority’s designated contact in writing and request clarification or modification of the RFP. Any modifications or clarifications will be made in writing and will be distributed to all Proposers who have downloaded this RFP from the Authority's website via an email notification that new information is available on the Authority’s website.
