- Updated funding to reflect additional funding we had but was not previously listed and added in $8.5M RGGI which has been requested to be advanced from future years, for April 1, 2025
- Updated Program Summary to include language for the addition of the Induction Stove Pilot and added Section III.C to include specific Pilot language and requirements
- Changed references throughout to consistently use the term applicant
- Revised application submittal date to October 31, 2025

Attachment “A” Measure Package Requirements Details
- Revisions throughout the document include adding Rent Affordability Documentation to all Deliverable tables, removed references to projects participating in NYS Clean Heat because the programs can no longer stack incentives, and removed references to Tenant Surveys
- Revision to Section 1 related to envelope packages and added
options and clarifications for the Operational Test Out Specifications.
- Revisions to Section 2 related to the Heating and Cooling package include updating the mini/multi-split technology type and reference link for minimum performance requirement and adding a requirement to submit documentation to show testing equipment used for TAB meets Program requirements
- Revisions to Section 3 related to the Domestic Hot Water package include updating the
performance requirements references
- Revisions to Section 4 related to Appliance Electrification include adding specific language about the Induction Stove Pilot

Eligibility/Qualifications Requirements/Preferences:
Eligible Buildings • Existing New York State Multifamily buildings that are New York State electricity customers are eligible to participate in this program. • New facilities or those that have undergone substantial renovations must be in operation for more than one year prior to submission of the Program Application to be eligible for funding under this solicitation. • Affordable projects must meet affordability criteria detailed in Affordable Multifamily Building Guidelines available at https://www.nyserda.ny.gov/All-Programs/Multifamily-Buildings-Low-Carbon-Pathways-Program/Documents-and-Resources-for-Providers in order to be eligible for affordable incentive amount.
Eligible Consultants/Service Providers Participants are encouraged to work with a NYSERDA FlexTech Consultant, a NYSERDA Multifamily Building Solutions Network (MFBSN) Provider However, this is not a requirement for program eligibility and applicants may choose an Independent Service Provider of the applicant’s choosing.
