--NY-Sun Incentive
Program Opportunity Notice PON 2112 – Version 15 Summary of Revisions EFFECTIVE June 7, 2022 Note: PON 2112 and PON 3082 are implemented together as part of the comprehensive NY-Sun initiative. This Summary of Revisions is inclusive of both PONs. NY-Sun Upstate and Long Island Program Manual has been updated to include the following: • Extension of program to December 31, 2030. • Added Prevailing Wage requirement for projects greater than or equal to 1 MWac that submit their initial utility interconnection application after April 14, 2022; as well as added incentives for covered projects. • Added language related to the Quality Solar Installer (QSI) designation. • Added requirement that Project Site Mapping Documentation must be provided upon request (Commercial/Industrial projects only). • Removal of language listing requirements for contractors participating in a Solarize campaign. • Added description of Incentive Transition eligibility as authorized in the April 2022 PSC Order Expanding the NY-Sun Program. • Added details to section regarding rules related to the co-location of non-residential projects. • Reorganization of Incentive Structure section of Program Manual to improve clarity and readability. • Added language related to conversion of a project from Community Distributed Generation to Remote Crediting and vice versa. • Added language related to incentive eligibility for replacement systems. • Added language describing process for performance payment recoupment due to non-emergency disconnection for utility work. • Adjustments to description of the Community Adder. • Temporary closure of Inclusive Community Solar Adder pending revisions. PON 3082 has been revised effective July 20, 2021:
1. NY-Sun Program Manuals have been updated to include the following: -Inclusive Community Solar Adder incentives now available for CDG solar projects serving low-to-moderate income (LMI) subscribers, affordable housing, and other facilities serving disadvantaged communities. -Added language that the Commercial/Industrial MW blocks are now fully allocated. C/I Projects may still apply for the Landfill/Brownfield Incentive Adder, the remaining Community Adder capacity for Orange & Rockland and Central Hudson, and the Inclusive Community Solar Adder -Added language that larger projects cannot subdivide for purposes of earning a higher nonresidential incentive -Added language that RNM/RC does not need a customer. CDG projects without the Community Adder can convert to RC. -Updated and expanded details on requirements for CDG projects on application and invoice
Eligibility/Qualifications Requirements/Preferences:
Standard incentive - Cash incentives are available for qualified customers who wish to install PV systems through applications submitted by a Participating Contractor. A Participating Contractor has signed a Participation Agreement (with NYSERDA, agreeing to abide by Program terms and conditions). Affordable Solar additional incentive - Additional incentives for solar PV installations and solar PV installations paired with an energy storage system are available for customer households who qualify as low-to-moderate income. The Participating Contractor or Builder is responsible for preparing and submitting all necessary project application and incentive paperwork to NYSERDA.
