Woodhull Municipal Gas Engineering Services - Natural Gas Distribution Infrastructure ProjectDescription: The Town of Woodhull and its municipal gas company, Woodhull Municipal Gas, are seeking Engineering Services for its Natural Gas Distribution Infrastructure Project. Woodhull Municipal Gas’s Natural Gas Distribution Infrastructure Project’s pre-construction phase is scheduled to begin utilizing Federal grant funding made available through the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration’s (USDOT/PHMSA) Natural Gas Distribution Infrastructure Safety and Modernization Grant Program (NGDISM). The project’s scope of work involves the repair of one regulator station, replacement of approximately 5.84 miles of vintage Aldyl-A and Driscoplex pipe main with PE, and the replacement of approximately 110 Aldyl-A and Driscoplex services totaling approximately 2.53 miles of pipe with PE. These pipelines are located entirely within the Town of Woodhull, Steuben County, New York. The Town and its municipal gas company issue this Request for Proposals (“RFP”) to solicit proposals from engineering firms that have experience in natural gas pipeline design, permitting, safety compliance, and environmental compliance. If procured, responders to this RFP would be expected to work collaboratively with the Town, Woodhull Municipal Gas, USDOT/PHMSA, and Southern Tier Central Regional Planning & Development Board (the consultant responsible for grant administration and reporting). Responders must have demonstrated experience in providing such services and an understanding of the standards and requirements typical to perform the work. The responders must hold and maintain appropriate certification deemed necessary by Local, State, and Federal agencies. Activities shall be completed in strict compliance with Federal, State, and Local applicable rules and regulations. If procured, engineering and construction oversight services must be provided by the responder (Firm) in a cost-effective, efficient, regulatory-compliant, and reliable manner under an agreement executed between the Town and the Firm.
